CALL TO ORDER AND ROLL CALL: <br />Chair Tralle called the Lino Lakes Planning and Zoning Board Special Work Session to <br />order at 6:33 p.m. on January 4, 2007. <br />II. DISCUSSION ITEM: <br />A. Master Planning Study - Hodgson Road and County Road J <br />Staff clarified that the work session would not include review of any particular <br />development applications. Mr. Smyser showed a brief power point presentation <br />displaying critical points of the master plan study area. Mr. Smyser explained the <br />existing sewer & water system and capacities, existing residential and commercial sites, <br />natural resource areas, and current parcels and ownership within the study area. Mr. <br />Smyser explained the need to determine the best possible access points and traffic <br />circulation within the study area. He said that staff received the latest traffic study based <br />on the master plan. He noted that a traffic signal is necessary at the intersection of <br />Hodgson Road and County Road J. He explained that the proposed plan will not force <br />existing businesses out and will provide potential for future businesses. <br />Mr. Smyser explained that staff has been working with the Anoka County Highway <br />Department to determine access points along Hodgson Road. He stated that the Highway <br />Dept. has spacing guidelines along county roads. Mr. Smyser noted that the Highway <br />Department recently informed staff that they would now consider a traffic signal if the <br />access point is 180 feet north of the proposed location, which would allow for better <br />development and traffic flow in the future. <br />DRAFT MINUTES <br />
