Amendment to the City of Lino Lakes Comprehensive Plan to incorporate the <br />Hodgson Road and County Road J Master Plan for the area around the intersection <br />of CSAH 49 /County Road J <br />Mr. Smyser presented the staff report. Mr. Smyser noted that the updated draft master <br />plan included revisions on page 35 as well as removal of the big box alternative figure. <br />Staff recommended approval of the Comprehensive Plan Amendment. <br />Mr. Smyser reminded the board that the plan was based on allowing existing businesses <br />to remain. <br />Mr. Nelson asked if the Brunn Brothers would require approval from the neighboring <br />property owner in order to develop their property. Mr. Smyser stated that there are some <br />interim possibilities of how they could develop. He stated that it is possible for a road to <br />be constructed with plans for future connections. <br />Mr. Tralle opened the opportunity for public comment. <br />Mr. Wayne Brunn, owner of 10 acres on Ware Road and County road J, asked to be on <br />record that they strongly oppose the location of the proposed road (near their property). <br />He said it does not benefit them and they cannot use it. He said that properties with road <br />frontage on both sides degrades the value and hinders the site planning. He also stated <br />that their property is not in the MUSA but sewer & water is available and adjoining <br />properties are within the MUSA. He asked the board to recommend that their property be <br />added to the MUSA with the proposed Comp Plan Amendment. <br />Mike Witham, 211 Woodridge Lane, spoke as a representative of residents on Woodridge <br />Lane. He distributed a letter signed by a number of Woodridge Estates residents <br />supporting the draft 49/J Master Plan. Mr. Witham read aloud the letter for the record, <br />pointing out the benefits of the master plan. He stated that they agree that the master plan <br />guides future development and that this is an opportunity to establish 49/J as a gateway to <br />the city. <br />Mr. Smyser summarized a letter that the city received from the city of Shoreview. He <br />also corrected a statement that he made at the workshop regarding signalized <br />intersections in the city of Shoreview. <br />Mr. Tralle referred to the request by Mr. Brunn for MUSA. Mr. Smyser stated that this <br />was not considered as part of the study. He explained that the city allocates MUSA as <br />each development occurs and recommended that they do not vary from the system. <br />Mr. Laden asked if MUSA allocation is addressed in the Comprehensive Plan. Staff <br />replied that it is not specifically described in the Comp Plan, and that the city adopted <br />their allocation policy in the subdivision ordinance. <br />Mr. Nelson asked staff if there were safety concerns with police and fire regarding <br />developing the Brunn property. Mr. Smyser replied that a fire access would be necessary <br />on a temporary basis.
