The site has been cleared of debris and other objects to provide a safe <br />situation for the proposed material hauling operation. <br />5. The site has fence and barricaded entrances to prevent the general public <br />from depositing garbage or refuse. <br />Staff recommends approval of the conditional use permit subject to the following conditions of <br />which some have been adjusted in response to the April 11 planning and zoning meeting: <br />1. Maximum slope on the pile shall be a 1 to 1 and in such condition as not <br />to be dangerous because of sliding or caving banks. <br />2. Limit any fill material to clean fill, defined as rock, sand, gravel, clay, or <br />other like and similar non - decomposable material. Concrete, asphalt, <br />metal, wood, and other debris shall be prohibited. <br />3. A maximum amount of 7,000 cubic yards of material will be allowed on <br />the site at any time. A permanent berm located around the stockpiled <br />earth material will be required. <br />4. The maximum height of the stockpile material shall be 25 feet from grade. <br />5. The maximum number of trips per day shall be limited to the lowest <br />figure, either 25 trips per day (one trip is into and out of the site) or the <br />allowable number from the Anoka County Highway Department. <br />6. A rock trench entrance shall be installed and maintained at all times. <br />7. Dust and wind erosion must be confined to the site and be controlled by <br />watering the driveway as necessary. <br />8. Materials hauled in must have vegetation applied within 48 hours of its <br />arrival. <br />9. All construction activity shall be limited to the hours set as follows: <br />Monday through Friday 7:00 a.m. to 7:00 p.m. <br />Saturday 9:00 a.m. to 5:00 p.m <br />Sunday and Holidays No working hours allowed <br />10. Reimburse the City for the cost of periodic inspections by the City for the <br />purpose of determining that the terms under which the permit has been <br />issued are being complied with. <br />
