The site has fence and barricaded entrances to prevent the general public from depositing garbage or refuse. Staff recommends approval of the conditional use permit subject to the following conditions of which some have been adjusted in response to the April 11 planning and zoning meeting: 1. Maximum slope on the pile shall be a 1 to 1 and in such condition as not to be dangerous because of sliding or caving banks. 2. Limit any fill material to clean fill, defined as rock, sand, gravel, clay, or other like and similar non - decomposable material. Concrete, asphalt, metal, wood, and other debris shall be prohibited. 3. A maximum amount of 7,000 cubic yards of material will be allowed on the site at any time. A permanent berm located around the stockpiled earth material will be required. 4. The maximum height of the stockpile material shall be 25 feet from grade. 5. The maximum number of trips per day shall be limited to the lowest figure, either 25 trips per day (one trip is into and out of the site) or the allowable number from the Anoka County Highway Department. 6. A rock trench entrance shall be installed and maintained at all times. 7. Dust and wind erosion must be confined to the site and be controlled by watering the driveway as necessary. 8. Materials hauled in must have vegetation applied within 48 hours of its arrival. 9. All construction activity shall be limited to the hours set as follows: Monday through Friday 7:00 a.m. to 7:00 p.m. Saturday 9:00 a.m. to 5:00 p.m Sunday and Holidays No working hours allowed 10. Reimburse the City for the cost of periodic inspections by the City for the purpose of determining that the terms under which the permit has been issued are being complied with.
