<br />GENERAL EROSION AND SEDIMENT CONTROL
<br />INSPECTIONS AND MAINTENANCE
<br />1. The Permittee(s) (either the owner or operator) must routinely inspect the
<br />construction site once every seven (7) days during active construction and within
<br />24 hours after a rainfall event greater than 0.5 inches in 24 hours
<br />2 AB nspeotlons and mantenana conducted dying conelroction must be recorded in
<br />writing and these records must be retained with the SWPPP in accordance with
<br />RECORD DETENTION. Records of each Inspection and maintenance activity shag
<br />Inducts shag include
<br />o. Dote and time inspections;

<br />e Findings of inspections, including recommendations for corrective aetbno

<br />3. Where pats of the ronetruetlon site hove undergone find Mobilization, but work
<br />remain an other parts of the site, inspections of the stabilized areas may be
<br />reduced to once per month. Where work has been suspended due to frozen ground
<br />conditions. the required Inspections and mohtenanee must take place as soon as
<br />runoff occurs at the site or prier to resuming constructwo whichever comas first
<br />4. Al erosion prevention and sediment control BUN must be inspected to ensure
<br />Integrity and effectiveness Ad nonfunctional BMPe must be repaired. replaced, or
<br />supplemented with functional BAPS The Pernitee(s) must investigate and comply
<br />with the following inspection and maintenance requirements:
<br />e All silt fences must be repaired. replaced or supplemented when they became
<br />nanfanatknd (develop tears, detach from poste, post become dislodged from
<br />ground et.) or the sediment reaches 1/3 of the height of the fence. These
<br />repairs must be made within 24 hours of discovery, or as soon as the field
<br />conditions allow access
<br />b. Temporary and permanent sedimentation ponds must be trained and the sedanent
<br />removed when the depth of the sediment collected in the bash reoehee 1/2 the
<br />storage volume. Drainage and removal must be completed within 72 hours of
<br />discovery ar as soon as field conditions allow access
<br />c Surface waters, Including drainage ditches and conveyance systems, must be
<br />inspected for evidence of sediment being deposited by erosion. The Pennitee(s)
<br />must remove al deltas and sediment deposited h aurfoce waters, Including
<br />drainage ways catch basin, and other drainage systems, and restobetre the areas
<br />where sediment removal resutb in exposed sol. The removal and stabilization must
<br />take place within seven (7) days of discovery unless preluded by legal, regulatory,
<br />or phydcd occew constraints The Permltee shag use all reasonable efforts to
<br />obtain access If preluded removed and stabilization must take plane within seven
<br />(7) calendar days of obtaining access The Parader, is responsible for contacting

<br />and sediment control BLIPS, for the duration of the construction work at the site.
<br />The Permittee(e) ore responsbe until another Pernitee has assumed control over
<br />areas of the site that have not been finally stabilized or the site has undergone
<br />find stab9lzatian, and a Notice of Termination hen been submitted to the MPCA
<br />(see TERMINATION OF COVERAGE).
<br />• If sediment escapes the construction she. off -site occumubtioas must be removed
<br />in a manner and at o frequency sufficient to minimize off -she impacts (e.g.,
<br />fugitive sediment In streets could be washed into storm ers by the next ran
<br />and /or pose a safety hazard to users of pundit streets).
<br />5. Ad nfdtratbn areas must be inspected to ensure that no sediment from ongoing
<br />construction activities is reaching the bfdtratbn area and these areas are
<br />protected from compaction due to construction equipment driving across the
<br />infiltration area
<br />POLLUTION PREVENTION MANAGEMENT MEASURES
<br />The Permitee(s) shall implement the following pollution prevention management
<br />Measures on the site
<br />1. Solid Waste Collected sediment, asphalt and concrete M9lingc, floating debris,
<br />paper, plastic, fabric, construction and demolition debris and other wastes must be
<br />disposed of properly and must amply with MPCA disposal requirements.
<br />2 Hazardous Materioe OR, gasoline, point and any hazardous eubetonoes must be
<br />properly stored Including secondary cantonment to prevent spill. leaks or other
<br />discharge. Restricted access to storage areas must be provided to prevent
<br />vandalism. Storage and disposal of hazardous waste Must be in coos:ien. with
<br />MPCA regulations.
<br />3. External washing of fracas and other construction vehicle must be Invited to 0
<br />defined area of the site. Runoff must be contained and walls properly disposed
<br />of. No engine degreasing s allowed on site.
<br />DEWATERING AND BASIN DRAINING
<br />1• Dewotering or basin droning (.g.. pumped discharges trench/ditch cuts to
<br />drainage) related to the construction activity that may have turbid or sediment
<br />laden discharge water must be discharged to a temporary or permanent
<br />eedbnentotion born on the project site wherever possible. If the water cannot be
<br />discharged too sedimentation basin prior to entering the surface water, It must
<br />treated with the appropriate 91P, such that the discharge does not adveroely
<br />affect the receiving water or 400natreom landowner. The Permittee(s) must
<br />ensure that discharge points ono adequately protected from erosion and scour.
<br />The discharge must be dispersed over natural rock rlprrp, sand bogs plastic
<br />sheeting or other accepted energy dissipation measure. Adequate odbnental'an
<br />control measarrs are required for disaarge water that contains suspended solids.
<br />2 Al water from dewatering or basin draining octfvitiw must be discharged in a
<br />manner that does not cause nuisance condition, erosion in reserving channels or
<br />on downsiope properties, a inundation in wetlands causing aignlflcont adverse
<br />Impact to the wetland
<br />AMENDMENTS 7D SMPPP
<br />The Permittee(s) must amend the SWPPP as necessary to include addtiond
<br />requirements, such as additional or modified BLIPS. designed to correct problems
<br />identified or address situations whenever:
<br />L There is a change In design.. construction, operotlon, maintenance, weather or
<br />season conditions that has a significant effect on the discharge of pollutants to
<br />surface waters or underground waters;
<br />2 Inspection or investigations by site operators, local. state or federal officials
<br />nd¢ate the SWPPP is not effective in eliminating or significantly minimizing the
<br />discharge of pollutants to surface waters or underground waters or that the
<br />discharges are causing water quality standard exceedances, or
<br />3. The SWPPP is not achieving the general objectives of controlling pdWtonts in storm
<br />water mscharges associated with construction activity, or the SWPPP is not
<br />consistent with the term. and conditions of this permit
<br />4. At ony time after permit coverage a effective, the MPCA may determine that the
<br />project's storm water discharges may cause, have reasonable potential to cause, or
<br />contribute to non - attainment of any applicable water quality standard. N MPCA
<br />makes such a determination, the MPCA will notify the Permittee(s) In writing. In
<br />response, the Permittee(s) must develop a supplemented BNP notion plan or
<br />appropriate SIAPPP amendments describing SWPPP modifications to address the
<br />Identified concerns and submit information requested by the MPC#, which may
<br />Malude an Individual permit application. If MPCA's written notification regohoo a
<br />response, blurs to respond within the specified tlmefrome constitutes a permit
<br />violation
<br />FINAL STABILIZATION
<br />The Permltee(s) must ensure final stablizotlon of the site. The Permttee(s) must
<br />submit a Notice of Termination within 30 days after find stabNzatton is complete,
<br />or another owner/operator (Pennittee) has assumed control ova al areas of the
<br />site that have not undergone find stabilization. Find stabilization can be achieved
<br />in one of the following ways
<br />1. AU sod disturbing at the site have been completed and all soils must be stabgized
<br />by a uniform perennial vegetative cover with a density of 70 percent over the
<br />entire previous surface area, or other equtvaint means necessary to prevent soil
<br />feriae under erosive .eonditidne and;
<br />e All dronoge ditches, constructed to drain water from the she after construction is
<br />complete. must be stabilized to preclude erosion;
<br />b. Ail temporary synthetic, and structural erosion prevention and sediment control
<br />Best Management Plow (such as sat fence) must be removed as part of the site
<br />fad Mobilization and -
<br />e The Permhee(s) must dean out all sediment from conveyances and from
<br />temporary sedimentation basins that are to be used as permanent water quality
<br />mancgement basins Sediment must be stabilized to prevent R from being worried
<br />back into the basin, conveyance and drainage ways discharging off-she or to
<br />surface waters The dean out of permanent bastes must be sufficient to return
<br />the basin to design capacity.
<br />2 For resident. construction only, fad stabilization has been achieved when
<br />temporary erosion protection and duo gradient perimeter control for individual lots
<br />has been completed and the residence hen been transferred to the homeowner.
<br />Additionally, the Permitee must distribute the APOA 'homeowner fact sheet' to the
<br />homeowner to inform the homeowner of the need for, and benefits of foal
<br />stabilization.
<br />RECORD DETENTION .
<br />The SWPPP, al changes to ft, and inspections and mantenonce records must be
<br />kept at the site during construction by the Perrnitee who has operational control
<br />of that potion of the sit. The SWPPP can be kept In either the field office of in
<br />an on-site vehicle.
<br />All owners) must keep the SWPPP, along with the following additional records, on
<br />Re for three (3) years after submitted of the NOT as outlined in TERMINATION 00
<br />COVERAGE. This does not Include any records after submitted of the NOT.

<br />1.

<br />of lamination (NOT) to the 11PCA. Compliance with the permit is required until a
<br />NOT is submitted. The Permittee(s) authorization to discharge under this permit
<br />terminates of midnight of the day the NOT is signed
<br />2. Al Permittee(s) must eubmlt o NOT within thirty (30) days after one or more of
<br />the fo1Owing conditions have been met
<br />a. Final Stabilization has been achieved on all portions of the site for which the
<br />Permltee is responsible (naludmg the removal of ad temporary erosion control

<br />1. Construction Waste Materials - Ail waste materials generated as o result of site

<br />waste management regulations by a licensed solid waste management company.

<br />2. Hazardous Wastes - Ad hozodous waste materials shall be stored properly to
<br />prevent spills and wnddiern. When necessory, hazardous wastes will be disposed
<br />of in the manner specified by bed and /or slate regulation or by the manufacturer.

<br />local, licensed water management company, as required by local regulation.

<br />5. Vehicle Cleaning - No engine degreasing is allowed on-site. Extend washing of
<br />vehicles to be confined to a defined area ('bone yard) on -sRn. The bone yard is
<br />to be at least 50 feet from any .$lOrm drain inlet and shall drain to a temporary
<br />pit of adequate volume to hold all liquid and wrote concrete materials generated
<br />during washout operation. Hardened concrete shall be broken up and disposed of
<br />as required by local regulation. If necessary. place set fence around bone yard
<br />area to ensure no sediments enter any storm water basin or storm sewer inlet
