GENERAL EROSION AND SEDIMENT CONTROL
INSPECTIONS AND MAINTENANCE
1. The Permtttee(s) (either the owner or operator) must routinely inspect the
construction site once every seven (7) days during Dative construction and within
24 hours after a rainfall event greater than 0.5 Inches in 24 hours
2. At inspections and maintenance conducted during construction must be recorded in
writing and these records must be retained with the SWPPP In ocoordonce with
RECORD DETENTION. Records of each Inspection and mdntenonce activity shag
Include aha8 include
a. Date and fine Inspections
b. Noma of persm(s) conducting inspection;
c Findings of Inspection, Including recommendations for corrective action;
d. Corrective actions taken (Including dotes, times. and party compietng
maintenance activities);
e. Date and amount of rainfall events greater than 1/2 inch (0.5 inches)
in 24 had; and
L Documentation of changes mode to the SIYPPP.
3 When ports of the constructon efts how undergone final etabnizatbn, but work
remains on other parts of the site, inspections of the stob0osd aim may be
reduced to once per month. When work has been suspended due to froze, ground
conditions, the required Inspections and maintenance must take place as soon ors
runoff occurs at the efts or prier to resuming construction. whichever comes first.
4. M erosion prevention and sediment control BLIP. most be inspected to ensure
integrity and effectiveness. M nonfunctional BAPS must be repaired, replaced, or
supplemented with functional BMPs The Permltee(s) must investigate and comply
with the following inspection and maintenance requirements
e M silt fences must be repaired replaced, or supplemented when they become
nonfanetiond (develop tears, detach from posts. post become dislodged from
ground, etc) or the sediment noshes 1/3 of the height of the fence. These
repairs must be mode .ithn 24 hours of discovery, or as man 0s the field
conditions agma proem
b. Temporary and pennmsnt sedimentation ponds must be droned and the sediment
removed when the depth of the sediment collected In the basin reaches 1/2 the
storage volume. Drainage and removal must be completed widen 72 hours of
discovery or as soon m field conditions allow access.
e Surface waters, Including drainage ditches and conveyance systems, must be
repeated for evidence of sediment being deposited by erosion. The PennItete(s)
must remove all deltas and sediment deposited in sumom waters. Indud,g
drainage ways catch brine, and other draooge systems. and restedglze the areas
when sediment removal reautts in exposed .W. The removal and stabilization must
take place within sewn (7) days of discovery unless precluded by legal, regulatory,
or physical constraint. The Permitee Mae use all reasonable efforts to
obtain access If precluded, removal and stabilization must tats place within sever
.11 moot, regional states andrfedwl authorities andrecea,g any responsible applicable permits,
prier to conducting any work
d Construction site vehicle eat locations must be Inspected far evidence o8 -she -
sediment tracking onto paved surfaces Tracked Indolent must be removed eon
an off-site paved enlaces, within 24 hours of discovery, or R applicable, within a
shorter time
s The Permittee(s) are responsible for operation and maintenance of temporary
and permanent water quality management RMPS as well as dl erosion prevention
ond sediment control BMPS for the duration of the conshuctkan work at the site
The Penntttee(e) an respectable until another Pennttee has assumed contra over
areas of the site that hove not been finally stabilized or the site has undergone
fad stab6sation, and a Notice of Termination has been submitted to the MPCA
(see TERMINATION C COVERAGE).
f. if sediment escapes is construction sits off-site accumulations must be removed
In o manner and at a frequency sufficient to minimize off-site impact. (e.g.,
fugitive sediment in streets could be washed Into •norm sewers by the next rain
and /or pose a safety hazard to users of public farads).
5. M 'filtration areas must be inspected to ensure that no sediment from ongoing
construction activities is reaching the infiltration area and these areas are
protected from compaction due to construction equipment driving Dross the
Infiltration area
POLLUTION PREVENTION MANAGEMENT MEASURES
The Pormltee(s) Mae implement the following pollution prevention management
measures an the site
I. Solid Waste Collected sediment, asphalt and concrete millings, Booting debris,
paper, plastic, fabric, construction and demolition deb. and other wastes oust be
deposed of properly and must comply with MPCA disposal requirements
2. Hazardous Materials OE, gasoline, point and any hazardous substances moat be
property stared, including •eeandary containment to prevent spies leaks or other
discharge Restricted access to storag. areas must be provided to prevent
vandalism. Storage and disposal of hmordo o waste nest be in compliance with
MPG* regulations.
3 External washing of trues and other construction vehicle must be limited to 0
defined area of the site Runoff must be contained and waste property deposed
of. No ongne degreasing is allowed on site
DE-WATERING AND BASIN DRAINING
1. Dewotertng or basin draining (e.g., pumped discharges. trench/ditch cuts for
drainage) related to the conatructl= actl*ty that may have turbid or sediment
laden discharge water must be discharged to a temporary or permanent
sedimentation book, on the project site whenever possible. If the water carrot be
discharged to sedimentation bas, prior to entering the surtoa water, it must
treated with the appropriate BMP, such that the discharge dos not dwasely
affect the receiving water or downstream landowners. The Pem tttee(s) rust
ensure that discharge points ore adequately protected from erosion and sixr.
T. discharge must be dispersed over noturd rock riprap, sand bogs plastic
sheeting or other °scented energy dsngotion measure.. Adequate sedimentation
control measures are required for discharge water that contains ausponded solids
2. M water from dewaterng or basin draining activities must be discharged in a
manner that does not sous nuisance conditions. erosion in receiving channels or
on ...lope properties r inundation in wetland. causing slgnifko t adverse
Impact to the wetland
AMENDMENTS TO SWPPP
The Permittee(s) must amend the SWPPP as necessary to include odditiond
requirements, such m additional or modified BMPs, designed to correct problems
ktenUfied or address situations whenever.
1. There a a change in design, construction, operation, maintenance, weather r
season conditions that has a significant effect on the discharge of pollutants to
surface waters or underground water;
2. Inspections or investigations by site operators, toad, state or federal officials
indicate the SWPPP is not effective in eliminating or significantly minimizing the
discharge of pollutants to surfer* water or rmdrgro red waters or that the
discharges are causing water quality standard ezceodances, or
3. The SWPPP Is not achieving the general objectives of controlling pollutants r storm
water discharges associated with construction activity; or tie SWPPP is not
consistent with the terns and condition of the permit
4. At any fkne after permit coverage a effective, the MPCA may determine that the
project's stem water Recharges• may cause, hove reasonable potential to cause, or
contrbute to no- attainment of any applicable water quality standard - N MPCA
makes such a determnotion, the MPCA .81 notify the Permittee(a) a writing. in
response, the Permttes(s) must dewlap a supplemental BMP cotton pion or
appropriate 511PPP amendment. describing SWPPP modifications to address the
Identified 0000000 and =bait information requested by the MPCA, which may
naiad. an individual permit application. If MPCA's ,mitten notification requires a
response, theme to respond within the specified tfinefrrne constitutes a permit
violation.
FINAL STABILIZATION
The Permltee(s) must ensure find stabilization of the site The Pemdtee(s) most
submit o Notkoe of Termination within 30 days after fad stabilization le complete.
or another owner/operator (Permlttee) has assumed control over di areas of the
site that have not undergone final stabilization. Find stabilization can be achieved
in one of the following ways
1. M soil disturbing at the site hove been completed and ail soils most be stabilized
by a onlorrn perennial vegetative cover with o density of 70 percent over the
entire previous surface ores, or other equivalent means necessary to prevent cog
fakers under ewive .eond/feons and:
a M drainage ditches, constructed to drain water from the site after construction is
complete, must be stabilized to preclude erosion;
b. M tempo synthetic, and structural trod= prevention and sediment contra
Best Management Plow (such as elt fence) mud be removed as poi of the site
final stabilization; and
c The Pennitee(s) must dem out all sediment from =san d
y0es a from
Maim sedimentation aim that ore to be used as permanent water quality
management basins Sedknent must be stabilized to prevent It from being wasted
bock Into the basin, conveyance and drainage ways discharging off-site or to
surface waters The dean out of permanent basins must be sufficient to return
the basin to design capacity.
2. For residential construction only,- find stabilization nos been achieved when
temporary erosion protection and down gradient perimeter - control for individual lots
has been completed and the residence hos been transferred to the homeowner.
Additionally, the Permits. must distribute the MPCA 'homeowner fact sheet' to the
homeowner to inform the homeowner of the need for, and benefit. of, find
stobltratlon.
RECORD DETENTION
The SWPPP, all changes to ft, and 'inspections and maintenance records must be
kept at the site during construction by the Permtee who has operational control
