PUBLIC HEARING for a Conditional Use Permit for a Rural Residential <br />Planned Unit Development to be called Moon Marsh, 8300 East Rondeau Lake <br />Road, Brian Wessel <br />Mr. Smyser presented the staff report. Staff recommended that the board continue the <br />Public Hearing to next month's meeting in order to address a few outstanding issues. <br />Mr. Smyser addressed board questions. He stated that the plan includes an area for a <br />replacement mound in case of failure. He noted that staff will confirm that there is a <br />homeowner's association agreement and a maintenance contract in place. He explained <br />that this was the first shared septic system in the city, but they are becoming more <br />popular in rural areas and the city has expected these systems to occur. <br />Mr. Smyser specified that the 51% open space consists of Outlots C, D and E, but none of <br />the private lots were included in the open space number. He explained the reason for <br />asking the applicant to move the lot line would be to increase protection of the wetland <br />area. He added that the homeowner's association in common will own all outlots, but the <br />city will have a conservation easement over them. <br />Mr. Tralled opened the Public Hearing at 7:13 p.m. <br />Mr. Brian Wessel, 8300 East Rondeau Lake Rd, Applicant, explained that this project has <br />been a culmination of about two years of work with city staff and consultants. He noted <br />it is an important project for the Wessel family, as he and his wife have lived there for 16 <br />years and the land is incredibly beautiful and precious. He said he is aware of the <br />fragility of the environment and that their intent is to conserve and enhance as much <br />natural area as possible. <br />Mr. Wessel noted that his two sons would like to build houses on two of the lots. He <br />stated that they are going to attempt to keep it in the family and want to make sure it is <br />done well. He recognizes it is the first cluster development in the city and that it is in the <br />AUAR area. <br />He added that he is an architect and affordable housing developer and he develops green <br />housing throughout the country, so he is familiar with how to do this well. He explained <br />that for personal and professional reasons this needs to be done as well as he can possibly <br />do it. He is looking to work through every possible scenario so that it is a project he can <br />be proud of. <br />Mr. Wessel stated that his engineers are working with staff to work on water <br />management. He stated that the homes will be no larger than 2500 square feet and will <br />be centered within the pad location. He noted that his son is an award - winning modern <br />residential architect. <br />He added that this is an exciting project and is really pleased that it is moving along.
