ENVIRONMENTAL BOARD MEETING JULY 25, 2007 <br />5. ACTION ITEMS <br />A. Main Street Village Concept Plan — Azure Properties — PUD <br />Mr. Asleson presented his staff report to the board. This item has been previously <br />submitted for review. There were issues the developer needed to address before <br />the environmental board could move forward with this project. The issues have <br />since been addressed. <br />Mr. Asleson first reviewed the background information on this Item. He then <br />reviewed the analysis, SWPPP, unique resources, tree preservation, AUAR, <br />landscaping and recommendations. <br />Mr. Asleson commented that their AUAR calculations look reasonable at this <br />time. He stated that Rice Creek Watershed District has issued a conditional <br />approval at this item. <br />It was recommended by the board that Mr. Asleson write a letter to the City of <br />Lino Lakes Engineer addressing the changes being made to the SWPPP. The <br />following are the changes /additions made to the SWPPP: <br />1. Page 4 of the Main Street Village SWPPP, the words "and city" should be <br />added after the bullet point that states "any dewatering discharge shall be <br />approved per the local LGU requirements. <br />2. Temporary storm ponds should located on the plan sheets <br />3. A method of dewatering turbid storm water from temporary storm ponds <br />should be detailed on the plan sheets and approved by the city. <br />4. Location of the SWPPP and weekly, post rain all event inspection sheets must <br />be located on site and indicated on the plan. <br />5. All infiltration areas must be protected from compaction and sequenced <br />correctly in order to protect the integrity of the stormwater feature. Protection <br />devices (fences) and sequence dialog must be shown on the plans. <br />6. Location of a clean out area for concre4te trucks must be indicated on the <br />plans and clearly signed in the field. <br />The following changes /recommendations are made by the Environmental Board as of <br />November 28th, 2007: <br />1. All stormwater volume and flow designs must be evaluated for conformance <br />to RCWD and AUAR standards. <br />2. Site access for surface water treatment areas must be shown on the map. <br />3.
