ENVIRONMENTAL BOARD MEETING JULY 25, 2007 <br />13. Request planning staff review trash and recycling accessibility as they relate to <br />truck movements. <br />14. No soils may be imported or exported to the site without city approval. Soils <br />hauled in should not be substantially different from soils that were inputted into the <br />stormwater model. <br />Motion: Motion was made by Bor, seconded by Andrzejewski to approve the <br />recommendations and forward to Planning & Zoning. <br />B. Vaughan's First Addition <br />Mr. Asleson stated this item was proposed for platting in 2004. At that time, there <br />was an extensive study (EAW) to look at impacts from proposed development <br />from the north end of Rough Grouse Road to the island in Wards Lake, connected <br />by a bridge. The project was approved at that time. The developer decided not to <br />construct the bridge connection. <br />The landowner (Mr. Vaughan) has proposed developing one lot at the end of <br />Rough Grouse Road. <br />Mr. Asleson presented his staff report. He reviewed site data, natural resources, <br />SWPPP, natural resources inventory, watershed issues, unique resources, <br />landscaping and recommendations. He also reviewed the attachments. <br />Mr. Asleson stated the flood plain does not meet regulations. The developer has <br />an incorrect ordinary high water plan. He stated there is very little room to work <br />on this plan. Ms. O'Dea asked if they have room to build a house. Mr. Asleson <br />stated that the lot area standards may be met if they use both lots. <br />Ms. O'Dea questioned how is the high water verified? Mr. Asleson stated it is the <br />DNR who verify's the high water. The information we have from the developer <br />does not adhere to the DNR's information. <br />Ms. Bor stated there was not a tree preservation plan included. Number 5 under <br />Mr. Asleson's recommendations addressed this issue. If the plan comes back <br />again, it will need this information. <br />The Environmental Board has reviewed this item and finds it incomplete at this <br />time and makes the following recommendations: <br />1. Possibly move the house to be part of outlot A so it meets the shoreland <br />requirements. <br />2. No importing or exporting of soils. <br />3.
