• <br />• <br />Landscaping <br />There is no indication of what types of seed will be used on infiltration, swale and pond <br />areas. Attachment 3 does indicate seeding timing to meet NPDES requirements. <br />However, all seeded areas within pond, wetland, swale, and infiltration pond sites should <br />use the City Native Seed Specification. Additional screening with the use of shrubs and <br />hardwood trees should be used on the top of the NURP adjacent to the houses to the <br />North. <br />Surface Water Design <br />Infiltration must be designed to at least meet a one -half inch rain fall event. An <br />infiltration pond is indicated on the NW side of the western most proposed cul -de -sac. <br />There is also an infiltration area indicated in Outlot B (Dupont Avenue) I would think <br />there would be more opportunity to increase the infiltration capacity of the project by <br />further utilizing Dupont Avenue with a series of infiltration areas. This might help to <br />retain some of the water volumes lost to NURP. Storm water piping from the NURP on <br />the North side might go into a series of infiltration ponds along Dupont before it gets to <br />the natural swale on the East side. There is no correspondence that we have received <br />at this time on RCWD comments for the proposed plan. The same could be done with <br />the water leaving the NURP's in the Commercial area. This type of "Treatment Train" <br />would do more to conserve the water resource and filter the end product leaving the <br />site. Access to all surface water treatment areas should be shown. There is a "water <br />Garden shown on the plan on the East sides of lots 1, 2 and 3 Block 4. I would suggest <br />the use of ECS in this area to mitigate the "wet and mushy" concerns of post project <br />property owners. A design should be submitted for this water garden. <br />A management plan should be written to address the maintenance and preservation of <br />all surface water features, and planted areas. A contractor /ecologist specializing in the <br />establishment and maintenance of native plants should be retained by a homeowners <br />association and budgeted dollars put aside for future maintenance. Yearly maintenance <br />plans should be submitted to the City for approval. <br />A Conservation Easement/should be set up over all wetlands, buffer areas, infiltration <br />and swale areas. Conservation Easement should cover 20 feet from the backs of the <br />houses in Blk 5 that are adjacent to the wetland. Signs should be placed at all <br />conservation easement areas denoting Easement presence, no mow, no fill, no <br />alteration. A Natural Resource Brochure should be written and handed out to all new <br />home owners describing the Conservation easements. <br />NPDES <br />A Storm Water Pollution Prevention Plan (SWPPP) should be submitted indicating <br />detailed conformance to NPDES. This plan must be submitted to and approved by the <br />City of Lino Lakes. This plan must show silt fence locations, 50 foot rock entrances, <br />trash and cement truck clean areas. The SWPPP should reiterate the seed areas, type <br />of seed and timing issues. A designated place on the site must be indicated on the plan <br />where the SWPPP and inspection sheets will be maintained. Storm sewer inlets should <br />have debris /sediment collection devices installed such as InfraSafe <br />
