• <br />• <br />AGENDA ITEM 5A <br />STAFF ORIGINATOR: Marty Asleson <br />DATE: July 27, 2005 <br />TOPIC: Pine Glen /Preliminary Plat <br />BACKGROUND: Pine Glen is a 68.46 acre parcel. This parcel of land is <br />located south of James Street to the North, and North of Lois Lane to the South <br />the total upland area is 44.78 acres. The total wetland area is 23.68 acres. The <br />outlot areas in Pine Glen total 25.83 acres. Writing on plat indicates that outlots <br />will be maintained by a neighborhood association and be covered by a drainage <br />and utility easement. Proposed zoning is R -1 and Commercial. Existing zoning <br />guides this property for General Business, R -X, and Rural to the west. There are <br />two Tots proposed for Commercial use on the West. The commercial area totals <br />2.08 acres. From the proposed commercial areas to the wetlands to the East <br />there are 78 single family Tots proposed. The single family lots have an average <br />lot area of 16, 458 square feet with a density of 0.88 lots per acre. <br />Submitted with the preliminary plat are a Preliminary Utility Plan, Preliminary <br />Grading, Drainage & Erosion Control Plan, Storm Sewer Drainage Area Plan, <br />Drainage Area Map, and a Wetland Fill and Tree Preservation Plan. <br />Analysis: <br />Soils of Pine Glen <br />Attachment 7 depicts the soils of Pine Glen. Soils consist of upland sand soils on West <br />side of the parcel, with bands of wet sand bordering muck and upland sands to the East. <br />Banded soils are important ecological features in the Anoka County Sand Plain. <br />Existing Wetlands and Surface Water of Pine Glen <br />Attachment 9 shows the wetland complex, flood plain and perennial stream that are <br />features on the East side of the property. The flood plain overlaps the banded soils in <br />two spots that might support rare features. See two red dots on Attachment 11. The <br />perennial stream conveys surface water from the North and East to George Watch <br />Lake. <br />
