ENVIRONMENTAL BOARD MEETING MAY 28, 2008 <br />A. Resource Management Plan (RMP) and Rule Update /Jason Naber of FOR <br />Mr. Asleson stated Mr. Jason Naber from Emmons & Oliver Resources, <br />Inc. is working with the Rice Creek Watershed District (RCWD) on the <br />Resource Management Plan (RMP). Mr. Naber will review the RMP and <br />Rule Updates with the board. <br />Mr. Naber stated he has been a consulting engineer with RCWD on the <br />RMP. He stated this is a cooperative effort that began roughly a year and <br />'/2 ago. He stated this is the first time he has coordinated so closely with a <br />city. <br />He stated the Lino Lakes planning efforts are an integration of the RMP <br />(RCWD), Comprehensive Land Use Plan (City), TMDLs (RCWD) and <br />Surface Water Management Plan & Municipal Stormwater Permitting <br />(City), which will be fully integrated with Army Corps of Engineers 404 <br />and allowing state permitting. <br />Ms. Bor questioned the standards of best practices vs. what gives a vision <br />to 2030. <br />Mr. Naber stated the state process will require implementing or adopting a <br />rule that implements this plan. An applicant that comes into the City of <br />Lino Lakes will be under the rule that we are adopting. Those rules stay <br />until it gets amended. He stated the RCWD requires permits for the <br />stormwater portion of an application.
