• <br />• <br />• <br />RICE CREEK WATERSHED DISTRICT <br />BOARD OF MANAGERS <br />RULE RMP -3 <br />Implementing Lino Lakes <br />Resource Management Plan <br />(Adopted ________, 2008) <br />PREAMBLE The Lino Lakes Resource Management Plan (LL RMP) came about <br />through a partnership between the Rice Creek Watershed District (RCWD) and <br />the City of Lino Lakes. This collaboration was initiated in 2006 and included <br />extensive coordination between the City, the Watershed and other regulatory <br />agencies. The LL RMP provides a watershed -based approach to wetland <br />management that is consistent with RCWD goals. The approach uniquely <br />addresses management in the context of wetland functions and the effects of <br />anticipated future land use. The RMP was developed in close coordination with <br />state and federal permitting authorities and has been prepared to be consistent <br />with both state and federal wetland regulations. It is intended that components <br />of the plan be incorporated into Clean Water Act Section 404 permit evaluations. <br />The approach is unique as a means to develop a comprehensive wetland <br />management plan according to the State of Minnesota Wetland Conservation Act <br />because it not only includes the required assessment of existing wetland <br />functions and values, but it also forecasts future functions in Tight of anticipated <br />land use and watershed -based approaches for no net Toss of wetland function. <br />This Rule implements the Lino Lakes RMP by providing maximum consistency <br />with Minnesota Wetland Conservation Act (WCA) requirements for a <br />Comprehensive Wetland Management Plan and no net Toss in acreage and <br />function of wetland resources. The Rule may be considered by the Corps in <br />meeting Federal Clean Water Act requirements for Section 404. Because the <br />RMP was coordinated with multiple Total Maximum Daily Load studies, it <br />provides an implementation strategy for those efforts.
