• (i) Plant Community Ranking- Vegetative plant community ranking as <br />• <br />• <br />defined in MnRAM 3.0 for each Plant Community Type. <br />(j) Plant Community Type- The plant community types as defined by <br />using the "Wetland Plant Community Types ", S. Eggers and D. Reed. <br />(k) Primary Replacement Credit - A form of wetland replacement credit <br />that can be used for any part of the wetland replacement obligation as in <br />Table 2 as a Primary Replacement Method. <br />(l) RMP - Resource Management Plan, as described in the Preamble to this <br />Rule. <br />(m) Resource Management Unit -. Hydrologically defined areas identified <br />in the Resource Management Plan that include specific required <br />stormwater management strategies, resource protection <br />recommendations and implementation projects. <br />(n) Secondary Replacement Credit -A form of wetland replacement credit <br />that can only be used for a part of the wetland replacement required <br />above a 1:1 ratio. Table 2 identifies this type of wetland replacement as <br />a Secondary Replacement Method. <br />(o) Severely Degraded Wetland -State of degradation for existing wetland <br />reflecting score of low /low or medium /low for functional indicators out /et <br />condition /vegetative quality, respectively, using MnRAM 3.0 or other <br />state - approved wetland functional model. <br />(p) Technical Evaluation Panel -The body described in Minnesota Rules <br />8420.0240, as amended and includes a representative from the City of <br />Lino Lakes. <br />(q) Upland Buffer -An upland area of native vegetation that is contiguous <br />with the final WPC or an existing restored or created wetland with an <br />average width of 50 feet and minimum width of 25 feet. <br />RCWD Proposed Rule RMP -3 5 <br />October 8, 2008 <br />
