• <br />the existing wetland acres were not wetland acres before the <br />activity that created them or the activity was not intended to create <br />wetland. <br />(c) Replacement plans will be evaluated and implemented in accordance <br />with Minnesota Rules 8420.0230 and 8420.0500 through 8420.0630, <br />except that the provisions of this Rule will apply in place of Minnesota <br />Rules 8420.0540, 8420.0541, 8420.0543, 8420.0544, 8420.0546 and <br />8420.0549, as amended. The District will use the methodology of <br />Minnesota Rules 8420.0549, subpart 5, to determine wetland <br />replacement requirements for partially drained wetlands. <br />(d) An application will identify WPC boundaries under normal conditions <br />on any properties on which permit activity will occur. The applicant's <br />initial WPC delineation will adjust the landscape -scale WPC boundary <br />shown on Figure 1 by applying the criteria of paragraph 2(u) at a site <br />level. A map showing final WPC boundaries must be prepared and filed <br />with the District. The map will reflect any change to the boundaries as a <br />result of the permitted activity. <br />(e) A replacement plan must provide at least one replacement credit for <br />each wetland impact acre, as shown in Table 1. A minimum of 1:1, must <br />be identified as Primary Replacement Methods in Table 2. The remainder <br />may be Secondary Replacement Methods identified in Table 2. <br />(f) Acres of impact and replacement credits are determined by applying <br />the following two steps in order: <br />(i) Multiplying actual wetland acres affected by impacts by the <br />ratios stated in Table 1; and <br />RCWD Proposed Rule RMP -3 <br />October 8, 2008 <br />11 <br />
