Common pollutants in runoff include pesticides, fertilizers, oils, metals, pathogens, salt, <br />sediment, litter and other debris are transported via stormwater and discharged — <br />untreated — to water resources through storm sewer systems. <br />The Stormwater Program for Municipal Separate Storm Sewer Systems (MS4's) is <br />designed to reduce the amount of sediment and pollution that enters surface and ground <br />water from storm sewer systems to the maximum extent practicable. Stormwater <br />discharges associated with MS4's are regulated through the use of National Pollutant <br />Discharge Elimination System (NPDES) permits. NPDES permits are legal documents. <br />Through this permit, the City is required to develop a Stormwater Pollution Prevention <br />Program (SWPPP) that incorporates Best Management Practices ( BMP's) applicable to <br />their MS4. Below is a list of the accomplishments of the City of Lino Lakes in <br />implementing identified best management practices ( BMP's). <br />2008 Best Management Practice Implementation and Accomplishments: <br />Public Involvement <br />• Storm Drain Stenciling: The City of Lino Lakes solicited volunteers to work with <br />RCWD to stencil/label storm drains. Public awareness was represented by the <br />placement of storm drain buttons on 136 storm drains. <br />• Stream Monitoring: Partnering with Stream Health Evaluation Program (SHEP), and <br />had volunteers from the community monitoring Hardwood Creek, Rice Creek and <br />Clearwater Creek. <br />• Stream Cleanup: Assigned several groups to clean up creek and tributary areas in the <br />City of Lino Lakes on Earth Day. <br />• Quarterly newsletter articles on residential clean-water initiatives to increase public <br />involvement in the following: resident BMP's for their property to improve surface <br />water runoff quality including pet -waste management, soil management, irrigation <br />management, water conservation, and impervious surface management. <br />• Distributed a Lino Lakes Recyclopedia that lists all of the appropriate recycling <br />locations, vendors for different products including hazardous waste. <br />• Prepared a display on recycling and good housekeeping practices for homeowners at <br />Earth Day. <br />• Maintained a kiosk of information on environmental issues such as recycling, water <br />quality improvement, forestry issues, and NPDES Phase II/MS4 fact sheets for <br />residents. <br />• Held an Arbor Day Celebration at Lino Lakes Elementary and hosted Tricia and the <br />Toones who tailored their entertainment/presentation to recycling and importance to <br />clean water issues. <br />• Became members of Blue Thumb with the Rice Creek Watershed District (RCWD). <br />• Worked on environmental education curriculum with the Centennial School District. <br />• Maintained a page on the City Website related to NPDES for MS4's and Best <br />Management Practices for residents. <br />Illicit Discharge Detection and Elimination <br />• Continued to maintain and update a GIS map and spatial database of the City's storm <br />sewer system. <br />
