stormwater design. The Lino Lakes ordinances are intended to provide <br />standards for aspects of development that are beyond the scope of the <br />Watershed District's authorities. In this way, the City and the Watershed <br />District's actions are partners in creating the citywide greenway system of ESAs. <br />City staff have worked with Bonestroo to prepare draft new site layout <br />performance standards and landscaping and tree preservations standards. All of <br />these are intended to apply to all new plats, site plans for <br />commercial /industrial /institutional uses, conditional use permits —in fact, all new <br />development in the city. The site layout performance standards are new. The <br />landscaping and tree standards would replace the existing sections of the zoning <br />ordinance. <br />The process for reviewing new development is as important as the regulatory <br />standards that must be met. While we have been practicing the collaborative <br />method for the past few years, the new process sections will codify those <br />practices into ordinance form. The new collaborative design sections of the <br />subdivision regulations would apply to all new plats and planned unit <br />developments. The PUD section of the zoning ordinance would refer to those <br />sections of the subdivision regulations. This will eliminate redundant and <br />potentially conflicting requirements in the current ordinance. <br />All these documents are drafts that are undergoing revision. It is likely the levels <br />of requirements now in the tables will be pared down. We also will need to clarify <br />some things. For example, tree preservation requirements for a development <br />project should be different from a builder getting a permit for a house and from a <br />homeowner removing a tree in his yard. <br />Recommendation: <br />Staff recommends discussion of the amendments, and make recommendation on <br />the material presented. <br />Attachments: <br />1.
