Surface Water Management Public Hearing /Tim Payne
Mr. Payne was present for discussion and review of his PowerPoint presentation
on Annual Stormwater Management Public Hearing.
He stated this meeting provides a forum for the City to present the purpose, goals,
and requirements of the SWPPP to educate, inform and encourage citizen to
provide input.
The NPDES (National Pollutant Discharge Elimination System) Stormwater
Permitting Program for MS4's (Municipal Separate Storm Sewer System) is
designed to reduce pollution that enters surface waters from storm sewers to the
maximum extent practicable.
NPDES Stormwater Permits are issued by the MPCA in three areas: construction
sites, industrial sites and municipalities (MS4's). Each type requires the
implementation of a Stormwater Pollution Prevention Plan (SWPPP). Lino Lakes
has adopted and implemented SWPPP includes six Minimum Control Measures
(MCMs). Mr. Payne presented the City accomplishments in implementing the
plan in each of the following MCMs for 2009:
1. Public Education and Outreach
2. Public Participation and Involvement.
3. Illicit Discharge Detection & Elimination
4. Construction Site Stormwater Runoff Control.
5. Post - Construction Stormwater Management (New & Redevelopment)
6. Pollution Prevention/Good Housekeeping
He continued his review with Pond Inspections and Inspection Zones. He stated
the City is divided into 5 inspection zones, with each zone being inspected on a
five year rotation.
He presented the 2009 Surface Water Projects. He stated only 5 out of 13 projects
were located in the scheduled inspection zone for 2009, the others scattered
throughout the City. He continued to review various project sites out of the 13.
He reviewed future projects outside of 2010 inspection zone as well as 2010 Best
Management Practice and Implementation Goals.
Ms. Bor questioned if there were homeowners doing the projects themselves. Mr.
Payne stated no, the 13 projects were City projects, not the homeowner's
responsibility.
DRAFT MINUTES 2
•
•
•
