This approach falls in line with the processes set up in the Resource <br />Management Plan (RMP). The ACD 10 -22 -32 branch system is the largest and <br />most complex in Lino Lakes. The headwaters of the ditch are in Columbus, <br />where traditional agricultural land use is principally in practice and drainage is an <br />important benefit. Aggressive management of a ditch system management plan <br />will incorporate the need for agricultural benefit practices that maintain drainage <br />in the headwaters, and also respect the shift away from agricultural land uses <br />downstream, incorporating and recognizing the new urban ditch benefits. The <br />new urban benefits will provide ancillary benefits for subwatershed —wide flood <br />reduction and wetland protection where such benefits are desired. New ditch <br />management planning will use branch maintenance in rural areas, retrofits in <br />urbanizing areas, and master planned communities with greenways and open <br />space to reduce downstream flooding and retain and reuse water in local <br />catchments. Since the RCWD has a legal obligation to inspect, operate and <br />maintain surface water management systems in Lino Lakes, it would be <br />beneficial to the city to support the RCWD in a way that follows our RMP <br />The recognition of the use of alternative authorities is important. This does not <br />mean, however, that concurrence with the use of alternative authority is an <br />endorsement of any project, and that there will be a separate public process for <br />any future project. <br />Recommendation: <br />Recommend resolution of support for the use of the District's authorities under <br />the watershed law and metropolitan surface water management act to repair <br />and /or maintain public drainage ditches, including 10 -22 -32 located in the city. <br />Further recommend that this resolution be forwarded on to the City Council with <br />any comments the Environmental Board has. <br />Attachments: <br />1.
