ENVIRONMENTAL BOARD MEETING JUNE 30, 2010 <br />6. ACTION ITEMS <br />A. Illicit Discharge Ordinance <br />Mr. Asleson presented his staff report on the Illicit Discharge Ordinance. He <br />would like recommendations on the material presented to forward to the City <br />Council for review. <br />Ms. O'Dea reviewed the Illicit Discharge Ordinance page by page looking for <br />comments and questions from Board members. <br />Page 2, Add: construction waste under Pollutant. <br />Entry Upon Private Property: The City shall be permitted to enter and inspect all <br />commercial buildings and land. This needs to be defined stated Ms. O'Dea. Mr. <br />Asleson stated the City attorney should look at the document. Ms. O'Dea stated <br />this needs to be narrowed. <br />Ms. O'Dea stated Mr. Asleson is looking for a Board recommendation at this <br />time. <br />Ms. Bor moved to pass the document forward to the City Council. Mr. Brown <br />seconded. Recommendation to forward to the City Council carried unanimously. <br />7. DISCUSSION ITEMS <br />1. Early Childhood Nature Area /Alex Rafferty and Arlene Kringle <br />Alex Rafferty and Arlene Kringle were in attendance to present Agenda Item 6A <br />regarding Early Childhood Nature Area. Mr. Rafferty is working on his Eagle <br />Scout badge. He will be putting together three outdoor classrooms. The first area <br />will be benches and chairs. The second will be a climbing area, somewhat like a <br />playground. The third area will have segments of trees sunken in the ground to <br />create a floor. <br />Ms. Kringle stated she has attended seminars at the Department of Natural <br />Resources and University of Minnesota on how this project will benefit children. <br />Ms. O'Dea questioned if there would be native seed planted in this area. Mr. <br />Asleson stated it has been done. <br />Mr. Rafferty and Ms. DeHaven exchanged contact information in regards to Ms. <br />DeHaven having a contact to donate wood chips for this project. <br />DRAFT MINUTES <br />
