ENVIRONMENTAL BOARD MEETING December 10, 2010 <br />• Mr. Asleson stated we should be able to replace existing ash trees and take some <br />economic burden off the City. <br />• <br />Ms. O'Dea asked if there will be other grant opportunities. Mr. Asleson stated <br />there could be. This particular grant is a bonding grant. <br />C. Wollan's Park Wetland Bank Update <br />Mr. Asleson stated the mid -point of the application process and been reached and <br />the City is close to submitting the management plan to the State of Minnesota. <br />Mr. Asleson stated it won't be hard to prove the Wollan's Park area is an <br />Exceptional Natural Resource Value Area. The hydrology is intact there. We are <br />looking for 25 -50% credit on the 17 acres. He stated the City would like to start <br />working there in January. However, the snow may keep the property inaccessible. <br />Ms. Bor questioned who the landowner of Wollan's Park is. Mr. Asleson stated <br />the City of Lino Lakes. <br />D. Blue Star Award <br />Mr. Asleson stated the City applied for and will receive the Blue Star Award. It is <br />for communities that show exceptional leadership in Surface Water Management <br />issues. He stated it is because rules the City follows, the Resource Management <br />Plan and changes the Environmental Board has made over the years has <br />contributed to this. <br />E. Approve 2011 meeting Schedule <br />The 2011 Environmental Board meeting schedule has been approved with one <br />change in January. Meeting date the 25th instead of the 26th. <br />F. Community Gardens <br />Mr. Asleson stated this is a goal we would like to work toward. <br />Ms. Bor stated there are many more people receiving food stamps than previous <br />years. The community garden is in an opportunity to engage people in a new way, <br />share their expertise and community organizations. <br />The proposed site is next to the American Legion on Lake Drive. Ms. Bor stated <br />she would like to see energy put back on this project. <br />Mr. Asleson stated we can improve the soil at the proposed site with compost. <br />The gardeners will help spread it and the City will come in with a tractor. <br />DRAFT MINUTES 3 <br />
