Studenski, City Engineer
RE: Stormwater and Erosion and Sediment Control Ordinance
At the previous Environmental Board meeting, there were three areas to be clarified
regarding the proposed Stormwater and Erosion and Sediment Control Ordinance.
The three areas are addressed as follows:
(8) Design Criteria (a) 2. Infiltration areas will be limited to "horizontal areas"
subject to prolonged wetting;
Rice Creek Watershed District defines this as design criteria limiting the
infiltration calculations to only the vertical length of the "horizontal areas" and
any infiltration that may be occurring though the sides of the basins is not
counted.
(8) Design Criteria (e). Landlocked basins, lowest floor must be at least one
foot above the surveyed basin "overflow elevation ".
Rice Creek Watershed District states that a landlocked basin could have a
ground outlet elevation within two feet above the high water level thereby
allowing a low floor elevation slightly less than the two foot requirement
because it doesn't fully met the definition of a landlocked basin
(8) Design Criteria. Addition of "pretreatment /fore bays ".
Revise (8) Design Criteria (a) 1. as follows: 1. Adequate
pretreatment /sediment fore bays shall be provided before discharge of runoff
to the primary infiltration area(s) or pond inlet(s) to capture sediment for ease
of maintenance activity;
Please contact me with any questions, thank you.
