• Agenda Item 5A <br />• <br />• <br />Staff Originator: Marty Asleson <br />Environmental Board Meeting Date: November 30, 2011 <br />TOPIC: <br />Review and comment on Goals and <br />Policies for the New Lino Lakes Surface <br />Water Management Plan. <br />Background: <br />The City of Lino Lakes is required to prepare a Surface Water Management Plan <br />that must, at a minimum, meet the requirements for local plans in Minnesota <br />Statutes, Section 103B.235 and be in conformance with Watershed District, <br />Management Organization and Metropolitan Council plans. The Rice Creek <br />Watershed District (RCWD) completed an update to their watershed <br />management plans in June of 2010. As such the City is required to complete an <br />update to its plan within two years. <br />In June of 2001 the City Council retained the services of Emmons, Oliver <br />Resources Inc (EOR), to prepare the plan. EOR has previously worked with the <br />city and RCWD extensively to prepare both the Resource Management Plan <br />(RMP) and the Special Area Management Plan (SAMP). <br />ANALYSIS: <br />Minnesota Rules, Chapter 8410 establishes the contents and structural <br />requirements of the plan. These components include: <br />• Executive Summary <br />• Land and water Resource Inventory <br />• Establishment of Goals and Policies <br />• Assessment of problems <br />• Corrective Issues <br />• Financing Considerations <br />• Implementation Priorities <br />• Amendment Procedures <br />The purpose of this Environmental Board review is to look specifically at, and <br />comment on identified issues, goals and policies for our new Surface Water <br />Management Plan revision /update as outlined in the Attachment Identified <br />Issues, Goals and Policies. <br />
