• Agenda Item 5A • • Staff Originator: Marty Asleson Environmental Board Meeting Date: November 30, 2011 TOPIC: Review and comment on Goals and Policies for the New Lino Lakes Surface Water Management Plan. Background: The City of Lino Lakes is required to prepare a Surface Water Management Plan that must, at a minimum, meet the requirements for local plans in Minnesota Statutes, Section 103B.235 and be in conformance with Watershed District, Management Organization and Metropolitan Council plans. The Rice Creek Watershed District (RCWD) completed an update to their watershed management plans in June of 2010. As such the City is required to complete an update to its plan within two years. In June of 2001 the City Council retained the services of Emmons, Oliver Resources Inc (EOR), to prepare the plan. EOR has previously worked with the city and RCWD extensively to prepare both the Resource Management Plan (RMP) and the Special Area Management Plan (SAMP). ANALYSIS: Minnesota Rules, Chapter 8410 establishes the contents and structural requirements of the plan. These components include: • Executive Summary • Land and water Resource Inventory • Establishment of Goals and Policies • Assessment of problems • Corrective Issues • Financing Considerations • Implementation Priorities • Amendment Procedures The purpose of this Environmental Board review is to look specifically at, and comment on identified issues, goals and policies for our new Surface Water Management Plan revision /update as outlined in the Attachment Identified Issues, Goals and Policies.
