ENVIRONMENTAL BOARD MEETING September 26, 2012 <br />Mr. Jason Husveth from Critical Connections stated he has been working on the <br />Minnesota Wetland Bank Plan application for 18 months. <br />He stated Part A is fairly simple. It includes pages of tables and information to <br />check with and check off. A concept plan of what is being done at the park and <br />with property holders, etc. He stated the most important is a section on the <br />Application for Exceptional Natural Resource Value (ENRV). There is a special <br />provision on page two of the banking application for this. These projects are few <br />and far between. These projects have to meet existing criteria to meet exceptional <br />features. The responsibility is upon us to show this. Part B was submitted a few <br />weeks ago to the state and Department of Natural Resources (DNR). He stated <br />they have asked for the maximum credits which would be 110 credits. There was <br />a questioned as how the City is thinking about managing the property so it does <br />not revert back to a low quality state. It was stated the restoration is modeled after <br />other projects Mr. Husveth has worked on. The model for this project is different <br />in that City crews and City equipment will do much of the work. His company <br />will oversee the project. He stated it is not guaranteed the application will be <br />approved under an ENRV. He will be attending a meeting at Anoka County <br />Technical Evaluation Panel (TEP). There are a few minor things they have been <br />requested and he will negotiate for eligibility. <br />He stated in the future they will be a need to communicate with adjacent property <br />owners. Mr. Asleson stated they may try to acquire a conservation easement. <br />Assuming we receive approval of the application. We want to make sure we are <br />good neighbors and keep property owner's informed. <br />Mr. O'Dea questioned the approval process. Mr. Husveth stated we should have <br />an answer fairly soon. If approved they then would need get all of the paperwork <br />signed. Work would commence in the winter. <br />Ms. O'Dea stated if we take on the responsibility and the fund gets cut, what <br />then? Mr. Asleson stated the City never stops managing parks. He stated looking <br />at long term there is really nothing crucial - left. The heavy work will be done in <br />the first 3 -5 years. After that it will be minimal. Mr. Husveth mentioned if <br />burning is a problem, there are alternatives such as raking. It is more expensive <br />and holds that line until you can get back on track once it is restored. <br />The Board mentioned they would like a site visit before the next Environmental <br />Board meeting on Wednesday, October 24, 2012 at Wollan's Park. <br />B. New Recycling Initiative/Updates and Recycling Expenditures to the <br />End of the Year. <br />Mr. Asleson stated Amy Ulbricht and Amanda Lee from Anoka County Integrated <br />Waste have done quite a bit of calling to Lino Lakes businesses regarding <br />DRAFT MINUTES 2 <br />• <br />• <br />
