Applicant must submit a permit application signed by the property owner, or a letter from <br />the property owner designating the applicant as an agent. <br />10. Send one final, signed full sized plan set to the District, and e -mail a pdf copy to both the District <br />and the District Engineer. <br />11. If required by the City of Lino Lakes, the applicant must submit a draft legal document providing <br />satisfactory form and description granting ponding and flowage easements over all onsite ponds, <br />wetlands, and other hydrologic features. <br />12. The applicant must record a Declaration for Maintenance of Stormwater Management Facilities <br />acceptable to District staff for proposed onsite stormwater management features. The appiicant <br />must submit a draft for review prior to recordation. <br />13. The applicant must submit a copy of receipt from County Recorder and signed /notarized legal <br />document(s). <br />14. The applicant must submit the appropriate cash surety amount of $1,500 along with an original <br />executed escrow agreement acceptable to the District. If the applicant desires an original copy for <br />their records, then two original signed escrow agreements should be submitted. <br />Stipulations: The permit will be issued with the following stipulations as conditions of the permit. By <br />accepting the permit, applicant agrees to these stipulations <br />1. An as -built survey of all stormwater BMPs (ponds, rain gardens, trenches, swales, etc.) is to be <br />submitted to the District for verification of compliance with the approved plans before return of <br />the surety. <br />Exhibits: <br />1. Stormwater management report, dated 9-20 -2012 and received 9 -21 -2012. <br />5. SWPP Plan, dated September 2012 and received 09 -21 -2012. <br />Findings: <br />1. Description — The project is classified as a new development of a 3.65± acre vacant lot (0± acres <br />impervious surface), located in the northeast quadrant of CSAH 14 and CSAH 23 in Lino Lakes. <br />The project proposes to construct a gas station and liquor store and associated parking, which <br />will add 3.04± acres of impervious surface. The majority of the discharge to the CSAH 14 right - <br />of -way and then east and enters a private drainage system and eventually enters George Watch <br />Lake. The applicant has submitted a $3,500 application fee, which corresponds to 2.5 -5 acres of <br />new impervious surface. <br />2. Stormwater — The proposed project is located within the RMP -3 Rule area.
