• <br />• <br />2.0 Introduction & Purpose <br />The City of Lino Lakes is abundant with water and natural resources. The lakes, wetlands and associated <br />uplands are arranged geographically throughout the City creating the potential to develop corridors that <br />protect rare species, support fish and wildlife, and provide recreational opportunities. This Stormwater <br />Plan provides policies and actions to support and improve the City's water and natural resources. <br />2.1. Purpose <br />The purpose of this Plan is to guide the actions of the City of Lino Lakes with respect to the management <br />and support of the City's water and natural resources. The Plan accomplishes this by bringing together <br />background information and action items from a number of previously conducted studies and planning <br />efforts. In addition, this Plan is intended to fulfill the requirements for Local Water Management Plans <br />under MN Statute 103B and MN Rule 8410. <br />Not only does this Plan meet regulatory requirements, it also reflects the resource -based vision of its <br />residents and civic leaders. Since its last preparation of a Local Surface Water Management Plan, the <br />City has been very proactive working with local partners to inventory existing resources, model future <br />land use development scenarios, develop plans to improve water quality in its lakes, protect high quality <br />resources and wetlands, and develop a multi - functional greenway corridor system. All of this work <br />supports the need for activities that implement the Natural Resource Systems Plan and Resource <br />Management Unit projects identified in the City's Comprehensive Plan and Resource Management Plan <br />respectively. <br />2.2. Past Planning & Studies <br />Past planning efforts and studies provide information used to support this Plan. These previous efforts are <br />reflected in the land and water resources inventory and as the goals, policies, and actions. The following <br />is a summary of each of these studies. <br />Lino Lakes 2005 Surface Water Management Plan <br />The 2005 Surface Water Management Plan presented a vision of high quality natural and water resources <br />for the City. The plan's overall goal was to improve the quality of surface waters by delivering good <br />quality storm water runoff to lakes and wetlands at acceptable rates and volumes, while reducing pollutant <br />and sediment loadings and stream bed/stream bank erosion and water quality degradation. The plan <br />focused on the implementation of the City's NPDES program to accomplish this goal. <br />Lino Lakes 2010 Comprehensive Plan <br />The Lino Lakes 2030 Comprehensive Plan is the City's plan for the future. It contains analyses of <br />existing conditions, policy goals, long -range plans for utility and roadway infrastructure, and guides the <br />development of land to the year 2030. In addition to an extensive community survey and citizen <br />visioning process, the Lino Lakes Comprehensive Plan is unique due to the level of coordination and <br />involvement with the Rice Creek Watershed District throughout the process. The City prepared its <br />Comprehensive Plan in concert with the Rice Creek Watershed District's (RCWD) Resource <br />Management Plan to balance growth and natural resource protection objectives. This coordinated effort <br />resulted in new land development policies and implementation tools for low impact development, water <br />resource management, growth management, and community design.
