3.2. Resource Management Framework <br />The City of Lino Lakes laid out a framework in the Comprehensive Plan for the management of the <br />resources within the City. The framework provides a unified systems approach to natural resource <br />management that brings together the following major components: <br />• The City's Surface Water Management Plan <br />• The Rice Creek Watershed District/Lino Lakes Resource Management Plan (RMP) <br />• The City's Parks, Natural Open Space /Greenways, and Trail System Plan <br />The framework is organized around a number of subwatershed -based resource management units <br />(RMUs). The RMP divided the city into 15 distinct RMUs. These units provide specific resource <br />management strategies that address the unique conditions of each area (F ure2Ftgure -2). The intent of <br />implementing the RMU recommendations is to achieve the aquatic resource management goals of the <br />RMP and achieve a watershed -based approach to flood control and protecting high quality wetlands. <br />City of Lino Lakes SWMP 1 February 8, 2013 Draft 19 <br />
