• <br />• <br />• <br />AGENDA ITEM 7A <br />STAFF ORIGINATOR: Marty Asleson <br />MEETING DATE: March 27, 2013 <br />TOPIC: Surface Water Management Plan Review <br />BACKGROUND <br />In 1982, the Minnesota Legislature approved the Metropolitan Surface Water <br />Management Act, requiring local water management authorities to prepare and <br />implement surface water management plans. In 1992, the Board of Water and Soil <br />Resources (BWSR) developed Minnesota Rule Chapter 8410 (Attachment 1) to <br />determine the plan content. This rule also requires that plans are in conformance with <br />Watershed District, Management Organization and Metropolitan Council Plans. The <br />Rice Creek Watershed District (RCWD) completed an update to their watershed <br />management plans in June of 2010. As such the City is required to complete an update <br />to its plan within two years. <br />The new plan for your consideration was developed to be in conformance with the rules <br />of 8410, the rules of the Rice Creek Watershed District, the Vadnais Lake Area Water <br />Management Organization, Metropolitan Council requirements and applicable State and <br />Federal Laws. <br />The City has worked with Emmons & Oliver Resources, Inc. to develop the attached <br />Surface Water Management Plan. Your comments and recommendations will be <br />incorporated and /or forwarded on to the City Council. <br />RECOMMENDATION <br />Staff recommends approval of the attached Surface Water Management Plan with your <br />Environmental Board Comments and recommendations to be forwarded to the City <br />Council for consideration. <br />ATTACHMENTS <br />1.
