Goals & Policies <br />• Goal 4.2.1: Protect and improve water quality and the scenic and ecologic values of City lakes, wetlands <br />and other aquatic assets (see also Natural Resources and Wetlands goals and policies). <br />Policy 4.2.1A: Encourage "Better Site Design" development techniques in developing and <br />redeveloping areas to maintain water quality. <br />Policy 4.2.1B: Develop specific management plans for each Resource Management Unit as <br />necessary recognizing varying ecological, physical and cultural differences between each <br />Resource Management Unit. <br />Policy 4.2.1 C: Establish a surface water management system consistent with the Resource <br />Management Plans. <br />Policy 4.2.1D: Apply the Resource Management Unit recommendations from the RMP to meet <br />RMP goals for aquatic resource protection and management. <br />Policy 4.2.1 E: Preserve and improve the recreational resources associated with water. <br />Policy 4.2.1F: Continue to enforce City water standards for storm water runoff quality from new <br />and re- developments. <br />Policy 4.2.1G: Incorporate TMDL limits, when determined, into the City's Surface Water <br />Management requirements to reduce degradation and improve the quality of the City's and <br />region's lakes, waterways and other aquatic resources. <br />Policy 4.2.1H: Manage city -owned facilities subject to Municipal Separate Storm Sewer System <br />(MS4) program requirements consistent with permit conditions. <br />Policy 4.2.1I: Manage city -owned facilities in accordance with the original design purposes, <br />periodically review these purposes, and modify operation in consideration of current resource <br />management objectives. <br />Policy 4.2.1J: Implement and enforce a program to detect and eliminate illicit discharges in <br />accordance with the City's MS4 requirements. <br />Policy 4.2.1K: Manage septic systems in conformance with state standards to protect the quality <br />of water and natural resources. <br />Goal 4.2.2: Initiate and continue vigorous collaborations to address, restore, and preserve the water <br />quality of the region's lakes, wetlands and other aquatic assets. <br />Policy 4.2.2A: Work with and partner with the RCWD, VLAWMO and adjacent local <br />governments to protect high quality resources. <br />Policy 4.2.2B: Collaborate with adjacent jurisdictions and agencies to meet TMDL goals and <br />remove impaired water bodies from the impaired waters list. <br />Policy 4.2.2C: Partner with the RCWD on the implementation of Resource Management Plans. <br />City of Lino Lakes SWMP 1 February 8, 2013 Draft 1 59 <br />
