Policy 4.10.1C: Implement and refine a training program to prevent or reduce pollutant runoff <br />resulting from City operations. <br />Policy 4.10.1D: Prepare an annual report in accordance with the NPDES MS4 permit and share <br />results with the public, City Council and Boards. <br />Policy 4.10.1E: Conduct monitoring to evaluate the effectiveness of the City's stormwater <br />management actions on the quality of water resources. <br />4.11. Public Participation, Information & Education <br />Issues <br />City residents, businesses and property owners need to have a clear understanding of basic stormwater <br />management, water quality, and natural resource protection concepts, policies and regulations to support <br />and implement stormwater management and natural resource protection efforts. <br />Goals & Policies <br />Goal 4.11.1: Inform and educate the public concerning urban stormwater management and the problems <br />pollutants cause if allowed to enter into our water resources. <br />Policy 4.11.1A: Identify and alert residents of potential ecological challenges and threats that can <br />affect Lino Lakes and the property of residents. <br />Policy 4.11.1B: Plan and initiate cooperative efforts with the state and other local government <br />entities in programs that provide information to the public on how to effectively address and <br />manage ecological and water quality threats. <br />Policy 4.11.1C: Proactively educate the community and its residents of all ages about the specific <br />actions they can or may be asked to take in addressing ecological and water quality threats. <br />Goal 4.11.2: Offer programs, educational opportunities and information that facilitate an understanding <br />of water resource issues in the City of Lino lakes. <br />Policy 4.11.2A: Continue to encourage and support programs that measure the effectiveness of <br />Best Management Practices. <br />Policy 4.11.2B: Actively develop and implement a community education program relating to <br />preserving and improving water quality consistent with the City's MS4 permit requirements <br />and/or coordinate with regional education efforts. <br />Policy 4.11.2C: Share infrastructure information developed through the Municipal Separate <br />Storm Sewer System (MS4) program for City -owned facilities to educate the public about how <br />water resources are managed, the programs and policies and projects of the City, and to <br />encourage public involvement. <br />Policy 4.11.2D: Utilize and engage citizens to promote sustainable stewardship of lakes. <br />Policy 4.11.2E: Continue to support and participate in the Rice Creek Watershed District's <br />Stream Health Evaluation Program (SHEP) <br />City of Lino Lakes SWMP I February 8, 2013 Draft 1 65 <br />
