• <br />• <br />• <br />AGENDA ITEM 5A <br />STAFF ORIGINATOR: Marty Asleson <br />MEETING DATE: June 24, 2013 <br />TOPIC: Foxborough Management Plan /Discussion and <br />recommendations <br />BACKGROUND <br />The Foxborough Development was approved on August 22, 2006. Foxborough is a <br />conservation development that set up a stewardship fund for implementing the <br />management plan for conservation easement areas set aside within the geographic <br />limits of the development. Covenants and restrictions have been written subjecting all <br />those who purchase property in Foxborough to a Homeowners Association with <br />conservation easement use restrictions, yearly management work plan approvals by the <br />City, and annual fees for the maintenance of conservation areas. <br />The Conservation Fund for Foxborough consists of a $100,000 endowment Fund <br />established by the developer, and annual fees of $100 per lot. Yearly interest from the <br />$100,000 endowment plus the $100 per lot Homeowners Association fee establishes <br />the amount of money available to manage conservation easement areas in Foxborough. <br />There are 57 lots in Foxborough. The annual contribution by the Homeowners <br />Association is $5700 plus interest accrued. The Homeowners Association is <br />responsible for collecting the funds and the City maintains the collected funds in a <br />designated account. The Developer acts as the Homeowners Association at this time. <br />The dues, together with the interest from the endowment fund, establish an available <br />balance of slightly more than $11,400 for 2012 and 2013. Work was not done in 2012. <br />As part of Foxborough approvals, a Restoration and Management Plan was required <br />that laid out work schedules for the conservation areas. Each year the Homeowners <br />Association must hire an ecologist to make recommendations concerning the <br />management of the Foxborough conservation areas relative to the monies available. <br />The proposed work plan for 2013 is attached for your review and recommendations. <br />
