Mr. Ostrander <br />mentioned that at this time St. Cloud is the only one using some of the programs and that <br />the rest of them are coming on board. <br />Ms. Bor suggested that a Thank You note be sent to the state level for such a sincere and <br />good program. <br />Next Mr. Tim Payne, Street Supervisor for the City of L --no Lakes, presented the annual <br />storm water for the City of Lino Lakes. <br />Mr. Payne stated that the City is continuing to educate, ±bf rm and encourage residents <br />and business to be aware of stormwater containments. Soni of the common <br />containments are paint, landscape — grass clippings or fertilizers and oil spills on asphalt. <br />He reviewed some of the 2012 Accomplishments. <br />In 2012 Lino Lakes received grant for the Rice Creek Water District to purchase <br />brining equipment for the streets With the grant he was able to purchase $30 thousand <br />for a brine tank and 5 spot applicators <br />With this equipment they are able to put down the salt/water combination before a <br />snowfall and cut way back on salt/sand on winter roads. In 2012 40% of route was only <br />salt and hopes to increase that number for winter of 2013. <br />Mr. Payne presented pictures of a culvert problem before and after a storm. Then he <br />showed pictures after the city has gone in and cleaned out the sediments and grasses that <br />were preventing the water flow. The sediments are usually put right back on the project <br />site in case of containments. <br />Mr. Payne presented the 2013 Implementation Goals which are <br />• Continued education for construction and residents <br />• Continue to promote school and volunteer participation <br />• Improve municipal operations practices <br />• Effectively transition with new requirements within the 2013 reissue of the MS4 <br />permitting <br />• Resume proactive maintenance. <br />Ms. O'Dea questioned Mr. Payne what happens with repeat offenders Mr. Asleson said <br />there are few repeat offenders and if there are Mr. Asleson sends them a letter. <br />DRAFT MINUTES <br />
