• <br />• <br />Floodplain <br />The submitted information indicates that the 1982 FEMA Flood Insurance Rating Map <br />(FIRM) shows the southeast quadrant of the site is located within a designated Zone a <br />flood plain district. Per the Stormwater Management Plan, the 100 -year flood elevation <br />is 909.7 which according the RCWD, this would also be the 100 -year regulatory flood <br />elevation. With the exception of the ditch, the site is above this elevation and no <br />floodplain fill is proposed for this project. <br />A Letter of Map Revision (LOMR) will need to be obtained from the Federal Emergency <br />Management Agency (FEMA) to verify the floodplain is not impacted by development. <br />Per the Floodplain Ordinance, a Conditional Use Permit is required for any floodplain <br />fill. The low floor freeboard shall be 2 feet above the floodplain elevation. The proposed <br />lowest floor elevations appear to meet this standard. <br />Wildlife Considerations in the AUAR <br />In reference to language in the AUAR, the developer should provide for turtle and other <br />wildlife passage by continuing to require surmountable curbing in new residential <br />developments and encouraging ecologically sensitive site design. <br />SWPPP <br />There was no Stormwater Pollution Plan (SWPPP) submitted for this project. The <br />Developer must submit a SWPPP before construction begins. The SWPPP must address <br />the following: <br />• Proposed erosion prevention and sediment control BMP's to control the discharge <br />of sediment and /or other pollutants from the site, particularity at the point(s) of <br />intended discharge. All surrounding stormwater inlet drains within 200 feet of the <br />site that have water draining to them must have a city approved stormwater inlet <br />protection device installed prior to construction. <br />• Must provide the knowledgeable person/chain of responsibility information <br />before construction begins. We need the name of the person that is knowledgeable <br />and experienced in the application of erosion prevention before and during <br />construction. The owner must identify who will have the responsibility for long- <br />term operation and maintenance of the permanent stormwater management <br />system. The owner must include in the SWPPP a chain of responsibility with all <br />operators on the site, or if not known, the title or position of the responsibility of <br />responsible party, to ensure that the SWPPP will be implemented and stay in <br />effect until the construction project is complete, the entire site has undergone final <br />stabilization and a "Notice of Termination" has been submitted to the MPCA. <br />• The permitees must, before construction begins, provide training documentation <br />that the individuals listed as SWPPP overseers are certified by a MPCA approved <br />training method.
