is located on the SE corner of the project, and bisects the SE area Natural Resources <br />Conservation Area. The buffering requirements for wetland preservation corridor apply <br />to the wetlands on the site in this area. A 50 foot buffer is required around all wetlands in <br />the corridor. A conservation easement must be placed over the wetlands and buffer; and <br />signage identifying the location of the buffer location along all property lines must be <br />installed. An educational brochure should be developed to give to property owners along <br />all conservation easement properties describing the conservation area and what can, and <br />cannot be done in the easement. <br />The developer is proposing (detail sheet 19) to perform restoration work in the wetlands <br />by removing 18 inches of wetland soil. It is doubtful that the Rice Creek Watershed <br />District would allow this and Lino Lakes Environmental recommends against this action. <br />The corps of Engineers considers this an impact. <br />The seed banks in our wetlands are viable and cannot be purchased in a store. Removing <br />reed canary grass is best done by removing the thatch layer (shoots and stems that have <br />laid down over the wetland soil layer over time) and then starting a program to control <br />reed canary regeneration. This can be done with chemicals and/or burning. <br />There is an incidental Wetland in the center of the project. An incidental wetland is an <br />area excavated where there was no wetland and now is functioning as a wetland. The <br />Corps of Engineers does not differentiate incidental wetlands. <br />• The road proposed on the south side of the development that dead -ends under a "future <br />road" scenario should be relocated so that it does not run into a wetland. <br />• <br />Alternative Urban Areawide Review (AUAR) <br />The proposed development exceeds the mandatory threshold for preparation of an EAW; <br />however, the City completed an Alternative Urban Area -wide Review (AUAR) of the I -I- <br />35 W in 2005. Because of this, the site is subject to the AUAR mitigation plan, and no <br />additional Environmental Assessment Worksheet (EAW) is required. <br />Tree Preservation and New Tree Requirements <br />The Developer Submitted a Tree Inventory with tree removals indicated. The plan must <br />be revised in accordance to Section 3, Sub.4.Q.10 -Tree Preservation and Mitigation <br />Standards which requires identification of `Environmentally Sensitive Areas" and "Basic <br />Use Areas ". <br />Surface Water Management <br />Surface water from this site flows to Clearwater Creek. Clearwater Creek is in the Rice <br />Creek Watershed District. <br />Rule C of the Rice Creek Watershed District Rules, went into effect on July 1, 2013. The <br />rule sets standards to: <br />
