AGENDA ITEM NO. 6A <br />STAFF ORIGINATOR: Rick DeGardner, Public Services Director <br />COUNCIL MEETING DATE: May 13, 2002 <br />TOPIC: Review and Approve 2002 Park Board Goals <br />VOTE REQUIRED: Simple Majority <br />BACKGROUND: <br />The Park Board has recommended to the City Council the following goals for 2002: <br />Partial Match of DNR Grant for Clearwater Creek Park - ($100,000) <br />In July, 2001, the City of Lino Lakes was awarded a $125,000 Outdoor Recreation <br />Grant for the development of Clearwater Creek Park. As required during the application <br />process, the City Council committed to matching a successful grant award. Clearwater <br />Creek Park will be functional by this Fall due to the installation of playground equipment, <br />a gazebo, paved trails, landscaping, final grading, and seeding. The remaining required <br />$25,000 match needs to be made by the Summer of 2003. Future development plans <br />will include a 1/2 court basketball court, sand volleyball, and an irrigation system when <br />funds become available. <br />Recommended Funding Sources: <br />2002 General Fund, Capital Outlay — Parks $25,000 <br />Park Dedication Fund — Undesignated Funds $75,000 <br />Highland Meadows Park Development - ($199,200) <br />Highland Meadows Park was master planned earlier this year with the Park Board <br />approving the master plan in April, 2002. This four acre park is located at 607 Lois <br />Lane and will primarily serve residents in Highland Meadows, Bluebill Ponds, Mar Don <br />Acres, Carole's Estates, and Twilight Acres. <br />Preliminary total development costs are $383,000, with 25% of the costs designated for <br />removals, earthwork, erosion control, importing and spreading topsoil. Further <br />evaluation of existing site conditions may significantly reduce the total development <br />costs. Assuming City Council approval, staff hopes to have Highland Meadows Park <br />general site work completed, playground equipment installed, and the base of trails <br />installed by this Fall. <br />Recommended Funding Sources: <br />Park Dedication Fund — Designated Funds <br />Bluebill Ponds /Highland Meadows 3rd Addition $175,800 <br />Park Dedication Fund — Designated Funds <br />VFW Playground Equipment Donations $23,400 <br />A copy of the master plan and preliminary master plan cost estimates are attached for <br />your review. <br />
