AGENDA ITEM NO. 6A STAFF ORIGINATOR: Rick DeGardner, Public Services Director COUNCIL MEETING DATE: May 13, 2002 TOPIC: Review and Approve 2002 Park Board Goals VOTE REQUIRED: Simple Majority BACKGROUND: The Park Board has recommended to the City Council the following goals for 2002: Partial Match of DNR Grant for Clearwater Creek Park - ($100,000) In July, 2001, the City of Lino Lakes was awarded a $125,000 Outdoor Recreation Grant for the development of Clearwater Creek Park. As required during the application process, the City Council committed to matching a successful grant award. Clearwater Creek Park will be functional by this Fall due to the installation of playground equipment, a gazebo, paved trails, landscaping, final grading, and seeding. The remaining required $25,000 match needs to be made by the Summer of 2003. Future development plans will include a 1/2 court basketball court, sand volleyball, and an irrigation system when funds become available. Recommended Funding Sources: 2002 General Fund, Capital Outlay — Parks $25,000 Park Dedication Fund — Undesignated Funds $75,000 Highland Meadows Park Development - ($199,200) Highland Meadows Park was master planned earlier this year with the Park Board approving the master plan in April, 2002. This four acre park is located at 607 Lois Lane and will primarily serve residents in Highland Meadows, Bluebill Ponds, Mar Don Acres, Carole's Estates, and Twilight Acres. Preliminary total development costs are $383,000, with 25% of the costs designated for removals, earthwork, erosion control, importing and spreading topsoil. Further evaluation of existing site conditions may significantly reduce the total development costs. Assuming City Council approval, staff hopes to have Highland Meadows Park general site work completed, playground equipment installed, and the base of trails installed by this Fall. Recommended Funding Sources: Park Dedication Fund — Designated Funds Bluebill Ponds /Highland Meadows 3rd Addition $175,800 Park Dedication Fund — Designated Funds VFW Playground Equipment Donations $23,400 A copy of the master plan and preliminary master plan cost estimates are attached for your review.
