• • Park Board Meeting - February 2, 2004 Minutes Community Development Director Grochala stated the staff would like Park Board involvement in the park development. The City has retained the services of Short, Elliot, Hendrickson, Inc., to prepare the infrastructure plans for the development including the "Community Green ". A conceptual layout of the community green has been prepared which includes a large central green space, seasonal gardens, as well as a performance canopy. The green is intended to serve as a location for community events such as a farmers market or art fair. The "accessible commons" area, within the residential district, will be developed in conjunction with the specific plan review for that area. Staff is currently working with the developer and the YMCA to allow for joint use of the area. A pedestrian /bicycle trail is proposed to be extended along Town Center Parkway and through the proposed YMCA property, to connect with the Regional Park. Anoka County Parks is committed to working with City staff to coordinate the City's trail extension with future trail improvements within the regional park. Community Development Director Grochala noted the park dedication will be a combination of both land and cash. The dollar amount has not been finalized at this time. However, it is anticipated that cash payments will be used to develop the parks and trail system within the project area. Economic Development Assistant Divine reviewed the background of the project planning noting it is intended that the project incorporate great diversity in housing, commercial and retail areas. The goal is a lot of activity and liveliness. That goal will be accomplished by bringing in many different types of uses to the area. The community green will serve as a gathering place for residents of the community. Economic Development Assistant Divine reviewed the project plans in detail noting the trails within the project will be connected to the trails in the Regional Park. Other park areas within the project include open spaces and green space with natural grass and plantings. There will also be a small park within the townhouse area. The YMCA will program activities with the City and will also include a teen center open to all teens in the area. Economic Development Assistant Divine stated staff is looking forward to any ideas the Park Board has for the community green. Chair Lindy asked if the Park Dedication would include fees from the City property. Community Development Director Grochala advised staff has not yet determined the final park dedication 2
