• <br />• <br />Park Board Meeting - February 2, 2004 <br />Minutes <br />Community Development Director Grochala stated the staff would <br />like Park Board involvement in the park development. The City <br />has retained the services of Short, Elliot, Hendrickson, Inc., to <br />prepare the infrastructure plans for the development including <br />the "Community Green ". A conceptual layout of the community <br />green has been prepared which includes a large central green <br />space, seasonal gardens, as well as a performance canopy. The <br />green is intended to serve as a location for community events <br />such as a farmers market or art fair. <br />The "accessible commons" area, within the residential district, <br />will be developed in conjunction with the specific plan review <br />for that area. Staff is currently working with the developer and <br />the YMCA to allow for joint use of the area. <br />A pedestrian /bicycle trail is proposed to be extended along Town <br />Center Parkway and through the proposed YMCA property, to connect <br />with the Regional Park. Anoka County Parks is committed to <br />working with City staff to coordinate the City's trail extension <br />with future trail improvements within the regional park. <br />Community Development Director Grochala noted the park dedication <br />will be a combination of both land and cash. The dollar amount <br />has not been finalized at this time. However, it is anticipated <br />that cash payments will be used to develop the parks and trail <br />system within the project area. <br />Economic Development Assistant Divine reviewed the background of <br />the project planning noting it is intended that the project <br />incorporate great diversity in housing, commercial and retail <br />areas. The goal is a lot of activity and liveliness. That goal <br />will be accomplished by bringing in many different types of uses <br />to the area. The community green will serve as a gathering place <br />for residents of the community. <br />Economic Development Assistant Divine reviewed the project plans <br />in detail noting the trails within the project will be connected <br />to the trails in the Regional Park. Other park areas within the <br />project include open spaces and green space with natural grass <br />and plantings. There will also be a small park within the <br />townhouse area. The YMCA will program activities with the City <br />and will also include a teen center open to all teens in the <br />area. <br />Economic Development Assistant Divine stated staff is looking <br />forward to any ideas the Park Board has for the community green. <br />Chair Lindy asked if the Park Dedication would include fees from <br />the City property.
