The property is <br />located on the east side of Lake Drive approximately 900' south of Main Street. The current <br />preliminary plat does not indicate any public trails or sidewalks. Rather, an 8' wood chip private <br />trail is indicated along the southern border of the development. <br />Staff recommended the following at the August 10, 2005 Planning and Zoning Board Meeting <br />regarding park dedication and trails: <br />1. Park dedication fees must be paid in accordance with the City fee schedule. <br />2. A 15' wide trail easement along Lake Drive will need to be dedicated to the City prior to <br />the City Council approving any final plat for the project. This easement will need to be <br />outside the ultimate right -of -way width for Lake Drive. <br />3. A sidewalk or trail connecting the private trail system to the commercial site and <br />ultimately to the Lake Drive Trail must be built as part of the first phase of this <br />development. <br />4. The Outlots shown on the plat must be turned over to the City, but shall in no way reduce <br />the park dedication fees required for the project. <br />The intent of the City for Outlot C is to provide the possibility of a greenway corridor area at <br />some point in the future. <br />During the public hearing, there was some discussion between area residents and Planning and <br />Zoning Board Members regarding possible public trails and sidewalks. Since the City is <br />generally lacking in trails in the northern portion of the City, many residents and Planning and <br />Zoning Board Members felt a public trail is warranted rather than a private, woodchip trail. It <br />was suggested that the Park Board evaluate the proposed development in regards to whether any <br />public sidewalks or trails are needed. <br />Regardless whether the trail is private or public, staff suggests that a public trail be extended to <br />• the west within the Dupont Avenue right -of -way; then southerly within the Della Lane right -of- <br />way to Lino Park (indicated by dots on the sketch plan). <br />Additional information regarding construction costs, land values, etc. will be needed to <br />determine what park dedication credit will be given should a public trail be constructed by the <br />developer. <br />
