Under the Charter, the City may only use <br />tax dollars for street reconstruction if one of two conditions <br />are met: first, a citizen petitions the City for a specific road <br />improvement AND a majority of the affected property owners sup- <br />port the petition AND a referendum on the improvement is approved <br />in a citywide election; or second, the City Council initiates the <br />project AND the project is approved by a majority of the affected <br />property owners AND a referendum is approved in a citywide elec- <br />tion. The City is, however, allowed to perform limited main- <br />tenance of streets, such as filling pot holes and seal coating. <br />114.
