Park Board Meeting — May 7, 2007 <br />Minutes <br />• The May 7, 2007 City of Lino Lakes Park Board meeting was called to order at <br />6:35 p.m., by Chair Lindy. <br />• <br />Roll call was taken; members present were Pam Taschuk, Kathi Gallup, Paul Montain, <br />Pat Huelman, Bill Kusterman, Katie Boyle and George Lindy. <br />Also present was Rick DeGardner, Public Services Director <br />APPROVAL OF MINUTES FROM MARCH 5, 2007: <br />Bill Kusterman made a motion to approve the March 5, 2007 minutes. Seconded by <br />Paul Montain and approved. Pam Taschuk abstained. <br />SETTING AGENDA: <br />There were no changes to the agenda. <br />OPEN MIKE: <br />No one was present for open mike. <br />REVIEW COMP PLAN GOALS AND STRATEGIES: <br />Enclosed in the packets was the Comprehensive Plan Draft Goals and Strategies <br />prepared by the Comprehensive Plan Advisory Panel. Rick explained that the goals <br />and strategies were derived from the 2030 Vision Plan and subsequent discussions, <br />review, and editing by the advisory panel. He told members the main objective was to <br />get the Board Member's comments regarding content, possible omissions and /or <br />suggested changes. The comments received will be brought back to the Comp Plan <br />Advisory Panel for discussion at their May meeting. <br />The following will be forwarded to the Comprehensive Plan Advisory Panel:\ <br />• Was very well and professionally done. <br />• Discussed the concepts of nodal development, life -cycle housing, and high <br />density housing. <br />• Discussed what impact, if any, the proposed Hugo Light Rail Transportation <br />System will have on Lino Lakes. For example, will Lino Lakes need to look at <br />providing mass transit opportunities to the Hugo station? <br />• Where do we get the money for components in the plan to become a reality? <br />• The Plan ignores the histories of land use and there is no policy affecting <br />property rights. It will be impossible to implement some components because <br />the city has no rights to develop outside its boundaries. <br />• Page 1, Goal 3, Strategy 1 — Add "schools" to read, "Link trails to parks, lakes, <br />and schools." <br />• Page 6, Goal 1, Strategies 2 — Why aren't main north /south streets (Centerville <br />Road and Hodgson Road) included along with the east /west corridors? <br />• Page 9, Goal 1, Strategies — Add, "Direct and manage activities in an appropriate <br />manner by balancing the use of programmed activities in the neighborhood <br />parks. <br />1 <br />
