Park Board Meeting — December 1, 2008 <br />Minutes <br />• RECREATION DEPARTMENT UPDATE: <br />Rick discussed the number of people that were in the football and soccer programs. He <br />told members that there 23 teams in the Fall Softball Leagues. He said that the 11th <br />Annual Turkey Shoot was a success and that there were 236 participants this year. <br />Members wanted to know how registration was going for fitness programs since the <br />YMCA has moved in. Rick said fitness registration was a little slow but didn't know if it <br />was because of the Y. He then talked about upcoming events in December and <br />January. <br />PARKS DEPARTMENT UPDATES: <br />Rick talked about planting trees in various parks in May. He went on to say that the <br />shelter exterior in Birch Park had been renovated. The roofs at Sunrise, Birch and <br />Marshan Park had been re- roofed because of the storm in May. In June staff removed <br />the observation deck at Pheasant Hills. Rick said 180' of chain link fence had been <br />installed along the east side of Rice Lake Elementary. He said people were not <br />crossing West Shadow Lake Drive at the crosswalk and there had been a couple of <br />near miss accidents prompting this action. He told members that staff was currently <br />flooding skating rinks with the hope that they will open the middle of December. A <br />member questioned the use of fields and said they had heard from residents about <br />people not cleaning up after themselves when using the park. The board also wanted <br />to know about prairie burns. Rick responded to their questions. He told members to <br />read through the updates and to contact him if they had any additional questions. <br />• DISCUSS POSSIBLE 2009 PARK BOARD GOALS: <br />Rick talked about the memo included in member's packets that outlined the goals from <br />2003 — 2008. He also included an updated Dedicated Parks Fund sheet that told <br />members that the total undesignated funds were $92,597. Rick told members that in <br />previous years $25,000 has been put into the General Fund for trails but this amount <br />has been eliminated from the 2009 Budget. Members talked about extending the Otter <br />Lake Trail to the Hugo Trail in the future. Rick said the trail would be about 1300' and <br />the approximate cost would be $60,000. They asked Rick if the county trail was going <br />to be connected to city hall. He said it is still anticipated that it would be done in 2009. <br />• <br />There was discussion about the next step for Lino Park, if any other parks were in dire <br />need of playground equipment, what parks needed shelters, lighting in parks, and <br />putting in tennis courts at Rice Lake Elementary School. Rick said installing tennis <br />courts at the school would have to be a joint venture with the school district. <br />Bill Kusterman made a motion that the 2009 Park Board Goals would consist of <br />installing a shelter at Marshan Park. He also asked staff to inquire with the school <br />district about putting a tennis court on or near the property of Rice Lake Elementary <br />School. Richard Jensen seconded the motion and it passed unanimously. <br />NEXT PARK BOARD MEETING: <br />The next Park Board meeting will be held on Monday, January 5, 2009, 6:30p.m. <br />
