AGENDA ITEM 1B <br />STAFF ORIGNINATOR Jean Viger, Deputy Clerk <br />MEETING DATE: February 24, 2003 <br />TOPIC: Consider Approval of Application for Temporary <br />On -Sale Liquor License for Circle -Lex Lions Club <br />VOTE REQUIRED: Simple Majority (3/5 Vote) <br />BACKGROUND: <br />The Circle -Lex Lions Club is conducting a fundraising dinner and raffle on April 5, 2003 at St. <br />Joseph Catholic Church, 171 Elm Street. On January 13, 2003 the Lino Lakes City Council <br />approved Resolution 03-02, approving the application for a 1-day temporary set-up license, <br />Resolution 03 -01, approving the request to conduct off -site gambling and their application for a <br />temporary 3.2 beer licence. <br />The Circle -Lex Lions Club is now requesting approval of a 1 to 4 Day Temporary On -Sale <br />Liquor License, which is necessary to allow the Lions Club to mix and dispense liquor. This <br />license will replace the 1-day temporary set-up license requested at the January 13, 2003 council <br />meeting. The mixed drinks will be served as part of the dinner and will not be sold separately. <br />City policy requires a background investigation each time a permit or license application is <br />received. The Lino Lakes Police Department conducted an investigation on January 6, 2003 and <br />found no reason to deny the application. <br />Attached is the completed application. The temporary on -sale license application must be <br />approved by the city council and forwarded, by the organization, to the Alcohol & Gambling <br />Enforcement Division at least 30 days before the event. <br />A copy of the certificate of liability insurance is on file in the city clerk's office, <br />OPTIONS: <br />1 Approve application for the 1 to 4 day temporary on -sale liquor license. <br />2. Deny application. <br />3. Return to staff for further information. <br />RECOMMENDATIONS: <br />1 Approve application. <br />
