AGENDA ITEM 1B STAFF ORIGNINATOR Jean Viger, Deputy Clerk MEETING DATE: February 24, 2003 TOPIC: Consider Approval of Application for Temporary On -Sale Liquor License for Circle -Lex Lions Club VOTE REQUIRED: Simple Majority (3/5 Vote) BACKGROUND: The Circle -Lex Lions Club is conducting a fundraising dinner and raffle on April 5, 2003 at St. Joseph Catholic Church, 171 Elm Street. On January 13, 2003 the Lino Lakes City Council approved Resolution 03-02, approving the application for a 1-day temporary set-up license, Resolution 03 -01, approving the request to conduct off -site gambling and their application for a temporary 3.2 beer licence. The Circle -Lex Lions Club is now requesting approval of a 1 to 4 Day Temporary On -Sale Liquor License, which is necessary to allow the Lions Club to mix and dispense liquor. This license will replace the 1-day temporary set-up license requested at the January 13, 2003 council meeting. The mixed drinks will be served as part of the dinner and will not be sold separately. City policy requires a background investigation each time a permit or license application is received. The Lino Lakes Police Department conducted an investigation on January 6, 2003 and found no reason to deny the application. Attached is the completed application. The temporary on -sale license application must be approved by the city council and forwarded, by the organization, to the Alcohol & Gambling Enforcement Division at least 30 days before the event. A copy of the certificate of liability insurance is on file in the city clerk's office, OPTIONS: 1 Approve application for the 1 to 4 day temporary on -sale liquor license. 2. Deny application. 3. Return to staff for further information. RECOMMENDATIONS: 1 Approve application.
