• <br />• <br />• <br />• The Central Business District will become General Business, and the CB <br />zone deleted from the ordinance. The Shopping Center district will be <br />deleted, and shopping centers will be conditional uses in the business <br />districts. <br />• A new single family residential zone has been created: R -EC, Single Family <br />Estate Conservation. This allows for "clustering" in a single family zone, but <br />requires that any space saved by using smaller lots must become open <br />space. (Sec. 2, Subd. 3, p.6 -12) <br />The City Council approved the First Reading on February 24, 2003. An updated <br />copy of the proposed ordinance was prepared for the council on February 28, <br />2003. In addition to housekeeping changes the updated ordinance included the <br />following revisions: <br />• Requirements for traffic impacts on streets adopted for subdivisions were <br />added for conditional use permits (page 2 -6) and site plan reviews (page 2- <br />29). <br />• Community Development Dept. will provide reports to the City Council <br />regarding site plan reviews (p 2 -28). <br />• Attached garage size maximums: whichever is greater of 1120 sf or house <br />footprint (pp 3 -23 through 3 -28). <br />• Confusing passage on screening of commercial vehicles deleted (p 3 -37). <br />• A single - family lot in a residential zoning district shall not have more than one <br />driveway accessing a public street (p 3 -60). <br />• Sec. 3 Subd. 13, existing farms are permitted uses, retained (p 3 -86). <br />• For cell tower applications, the search radius for other structures will be two <br />miles instead of one mile (p 3 -91). <br />• The concept plan for a planned unit development (PUD) will be voluntary to <br />avoid deadline problems. Various statements have been deleted, starting on <br />page 50. <br />• The NB district is to be retained, not deleted (p 4 -1). <br />• Corrected lot width minimum in R -EC district (p 6 -11). <br />• Requirements added for R -2, R -3, R -4 districts to require that they occur only <br />in the appropriate land use category according to the comprehensive plan, <br />and that city sewer and water must be available (pp 6 -17, 6 -23, and 6 -29). <br />• Clubs and lodges have been deleted from the R -4 conditional uses (p 6 -33). <br />There is a minimal amount of land in the city designated for high density <br />residential use. <br />• Motor fuel stations have been deleted from the NB district (p 7 -4). <br />• Bulk propane sales have been added to motor fuel stations in the LB, GB, LI, <br />and GI districts (pp 7 -22, 7 -41, 8 -12, 8 -34). <br />• Lighted canopy fascia will be allowed at motor fuel stations. Prohibiting this <br />was intended for only the NB district and should not have been included in the <br />LB, GB, LI, and GI districts (pp 7 -19, 7 -21, 7 -38, 7 -40, 8 -9, 8 -11, 8 -31, 8 -33). <br />
