The program must include municipal staff training on pollution prevention measures and techniques (e.g., regular street sweeping, reduction in the use of pesticides or street salt, or frequent catch -basin cleaning). Implementation of the plan requires issuance of permits, inspections of construction sites, inspections of the Municipal Storm water conveyance system and annual reporting. As such, the City is in need of a system that allows for the efficient tracking of its NPDES compliance measures. City staff has had the opportunity to preview computer software designed for the purpose of meeting the NPDES requirements. The League of Minnesota Cities (LMC) has negotiated a contract with the software vendor, on behalf of the municipalities involved, to provide the ASIST Software to municipalities at a cost of $3,495.00. The original price for the product was approximately $6,000.00 The LMC has indicated however that all requests for the software must be submitted by March 14, 2003 to receive the reduced price. Staff is in the process of determining alternatives to purchasing new software. However, given the deadline, Staff is requesting authorization to purchase the software if no satisfactory alternative is identified. The software purchase would be funded from the City's Surface Water Management Fund. It should be noted that the City previously authorized a $5,000.00 expenditure for participation in the LMC's NPDES Guide Plan development. Of this initial amount $2,000.00 was remitted to the City due to higher than expected municipal participation. COUNCIL ACTION Motion to authorize acquisition of ASIST Software in the amount of $3,495.00. RECOMMENDATION Staff is recommending approval of the motion.
