The program must include municipal staff training on pollution <br />prevention measures and techniques (e.g., regular street sweeping, reduction in <br />the use of pesticides or street salt, or frequent catch -basin cleaning). <br />Implementation of the plan requires issuance of permits, inspections of <br />construction sites, inspections of the Municipal Storm water conveyance system <br />and annual reporting. As such, the City is in need of a system that allows for the <br />efficient tracking of its NPDES compliance measures. <br />City staff has had the opportunity to preview computer software designed for the <br />purpose of meeting the NPDES requirements. The League of Minnesota Cities <br />(LMC) has negotiated a contract with the software vendor, on behalf of the <br />municipalities involved, to provide the ASIST Software to municipalities at a cost <br />of $3,495.00. The original price for the product was approximately $6,000.00 <br />The LMC has indicated however that all requests for the software must be <br />submitted by March 14, 2003 to receive the reduced price. <br />Staff is in the process of determining alternatives to purchasing new software. <br />However, given the deadline, Staff is requesting authorization to purchase the <br />software if no satisfactory alternative is identified. <br />The software purchase would be funded from the City's Surface Water <br />Management Fund. It should be noted that the City previously authorized a <br />$5,000.00 expenditure for participation in the LMC's NPDES Guide Plan <br />development. Of this initial amount $2,000.00 was remitted to the City due to <br />higher than expected municipal participation. <br />COUNCIL ACTION <br />Motion to authorize acquisition of ASIST Software in the amount of $3,495.00. <br />RECOMMENDATION <br />Staff is recommending approval of the motion. <br />
