d. The application will be served adequately by essential public facilities and <br />services, including street, police and fire protection, drainage structures, <br />refuse disposal, water and sewer systems, and schools; or will be served <br />adequately by such facilities and services provided by the persons or <br />agencies responsible for the establishment of the proposed use. <br />e. The application will not create excessive additional requirements at public <br />cost for public facilities and services and will enhance the economic <br />welfare of the community. <br />f. The application will not involve uses, activities, processes, materials, <br />equipment and conditions of operation that will be detrimental to any <br />persons, property, or the general welfare because of excessive production <br />of traffic, noise, smoke, fumes, glare, or odors. The proposed commercial <br />uses upon this site should not create any excessive externalities that <br />would be abnormal to the character of commercial sites. <br />The application has vehicular approaches to the property which are so <br />designed as not to create traffic congestion or an interference with traffic <br />on surrounding public thoroughfares. <br />h The application will not result in the destruction, loss, or damage of a <br />natural, scenic or historic feature of major importance. <br />!. The application conforms to specific standards of this ordinance applicable <br />to the particular use. <br />NOW, THEREFORE, BE IT RESOLVED that the City Council of Lino Lakes <br />hereby approves the site and building plan subject to the following conditions: <br />2. The Utility and Grading and Drainage plans shall be subject to final review <br />and approval by the City Engineer. <br />3. The applicant shall enter into a Site Performance Agreement with the City. <br />BE IT FURTHER RESOLVED, that the Lino Lakes City Council hereby approves <br />the conditional use permit for an Accessory Drive - Though Facility. <br />Passed by the Lino Lakes City Council this 14th day, of April, 2003. <br />ATTEST: <br />Ann Blair, City Clerk <br />9 <br />John J.
