• AGENDA ITEM 6A <br />• <br />STAFF ORIGINATOR: Linda Waite Smith, City Administrator <br />MEETING DATE: April 14, 2003 <br />TOPIC: Consider Centennial School District Request for a <br />Private Well at Rice Lake Elementary School, <br />Resolution 03 -53 <br />VOTE REQUIRED: 3/5 <br />BACKGROUND: <br />The Centennial School District has several school sites that are connected to City sewer <br />and water but have wells for irrigating athletic fields. Rice Lake Elementary is hooked up <br />to City sewer and water but does not have an irrigation well. <br />One of the cost cutting recommendations from a citizen advisory group was for the <br />school district to install an irrigation well at Rice Lake Elementary School. Based on <br />utility bills on other school sites, district officials estimate it would save approximately <br />$20,000 per year. <br />Section 401.15 Subd. 2 states: <br />All new homes or buildings shall connect to the municipal water system if a water <br />main is available to the property unless the council approves a private well where <br />circumstances exist. <br />The two main circumstances that exist from the school district's viewpoint are that it <br />would save the district money and it would conserve treated city water, thus extending the <br />life of the system. <br />Staff recommendations need to be consistent with existing regulations but the City <br />Council has the authority to make exceptions. Therefore, two versions of Resolution 03- <br />53 have been prepared: one denies the request, one approves the request. <br />OPTIONS: <br />1. Adopt Resolution No. 03 -51 Denying the Request for a Private Well. <br />2. Adopt Resolution No. 03 -51 Approving the Request for a Private Well. <br />3. Return to staff for further review and /or action. <br />RECOMMENDATION: <br />• 1. Option #1 <br />
