STAFF ORIGINATOR: <br />CITY COUNCIL <br />MEETING DATE: <br />TOPIC: <br />AGENDA ITEM 7A (i) <br />Michael Grochala <br />April 14, 2003 <br />DQ Grill & Chill: Site Plan Review and <br />Conditional Use Permit (for a drive - through) <br />Lot 1, Block 1, Lino Lakes Marketplace 2nd <br />Addition <br />VOTE REQUIRED: Simple Majority <br />BACKGROUND <br />In August of 2001 the City Council approved the Lino Lakes Market Place PDO <br />(Ordinance No. 16 -01), which included the development of a restaurant to be <br />located along Lake Drive. <br />While the PDO established the general use and design parameters within the <br />Market Place development, the Special Provisions section of Ordinance No. 16- <br />01 requires that the development of single tenant buildings on the site, including <br />the proposed restaurant, be subject to site plan review approval in accordance <br />with the Lino Lakes Zoning Ordinance. <br />The applicant, Frauenshuh Companies, has now submitted an application to <br />construct a 3,487 sq.ft. building upon a 45,802 sq.ft. lot, as previously proposed <br />in the PDO. The building would house a DQ Grill & Chill Restaurant. <br />Planning and Zoning Board <br />The Planning and Zoning Board reviewed the request at its March 12, 2003 <br />meeting. The board recommended approval of the Site and Building Plans and <br />CUP for the accessory drive through with the following conditions: <br />1. Building elevations shall be modified to incorporate face brick consistent with <br />the material types and colors used throughout the Market Place Development <br />with the exception of the stone treatment on the "chimneys ", <br />2. Perimeter and interior landscaping will shall be provided in conformance with <br />the MarketPlace PDO requirements. Islands located in the parking lot shall <br />be landscaped and of sufficient width to accommodate the vegetation. <br />3. The plans shall be modified to the reduce the impervious surface to 75% or <br />less. <br />
