• <br />• <br />Eagle Brook Church <br />May 12, 2003 <br />page 6 <br />ATTACHMENT A <br />Corrections to the Draft Response Document Dated March 18, 2003 <br />Recommended corrections to the draft response document are listed below. <br />Page 9: The response to the first comment from the Metropolitan Council should <br />be amended to read as follows: <br />City Response: Minnesota Statutes 473.515, Subd. 3 gives the Met Council the <br />authority to require connection to a public sewer system "wherever reasonable <br />opportunity therefor is provided." The Met Council has rules for the Metropolitan <br />Disposal System. Article III, Sec. 301.01 states a property served by a private sewage <br />system shall connect to a public sewer within 24 months after such a sewer <br />connection is available. <br />In the event that public sewer is available in the project area, it would be best for the <br />church to connect. At this time, there are no proposals to extend public sewer or <br />water to the area. It is always a good idea for any property owner to consider such a <br />future connection when designing a site. The City supports designing for a future <br />connection and will consider this in the review of any application. The City may <br />require a condition of approval, as part of the conditional use permit, that the church <br />connect to a public sewer within 24 months of the public system becoming available. <br />Page 10: The response to the third comment from the Metropolitan Council should <br />be amended to read as follows: <br />City Response: The environment can often benefit from ecological restoration. <br />Ecological restoration may be feasible within the area of the site, and may proposed <br />for greenway by the City's comprehensive plan. Such restoration is a possibility on <br />any property, should the property owner desire it. The City would encourage the <br />removal of exotic species if a property owner wishes to undergo such an endeavor. <br />A trail connection to the regional park reserve has been considered, but a trail on the <br />subject property would not be useful unless it connected through other properties. <br />The City will re- examine the possibility. <br />Page 14: The response to a comment on Item 7, regarding the spire height, should <br />be corrected to include the revised zoning requirements. The response should be <br />corrected to read as follows: <br />• City Response: Section 3, Subdivision 4.C.1. of the Lino Lakes zoning ordinance <br />states that the building height limits established in each zoning district shall not apply <br />
