MEMORANDUM <br />September 19, 2003 <br />to: <br />from: <br />City Council <br />Jeff Smyser <br />subject: Revisions to Report, Resolution, Plat: Miller's Crossroads <br />Item 7D on September 22 Agenda (Bruggeman Project) <br />After discussion at the work session last night, a few changes are appropriate to the report on the <br />Bruggeman project. <br />• Park Dedication. The following text should replace the text in the report: <br />Page 12, Park Dedication: <br />As noted in the attached memo from the Public Services Director, the Park Board <br />recommends that "the proposed recreation area remain private with an undetermined <br />percentage of credit given for development of the park area and trails to be determined by <br />the City Council." <br />According to the ordinance, park dedication would be calculated as follows: <br />152 units x $1665 = $253,080, less any credit for specific items <br />The question has been raised over whether or not the central open area should be <br />dedicated as public park area. The Park Board said it should be a private area, since it is <br />not designed to accommodate public use and would not function well as a public park. <br />The P & Z recommended it be a public park. Staff concurs with the Park Board's <br />recommendation on this. It will be up to the developer whether or not to construct any <br />facilities within the central open area. <br />Staff recommends that the park dedication be cash except that credit be given for the <br />construction of trails /sidewalks along the public roadways. <br />Mr. DeGardner's memo notes that the Hodgson and Birch trails should be constructed <br />with the road improvements. This will occur, with the financial participation of the <br />developer. <br />
