RECORD OF DECISION <br />ADMINISTRATIVE BACKGROUND <br />The City of Lino Lakes is the responsible governmental unit (RGU) for this project. An <br />Environmental Assessment Worksheet (EAW) has been prepared for this project as <br />prescribed by environmental review requirements. Lino Lakes prepared the EAW. <br />The EAW was filed with the Minnesota Environmental Quality Board (MEQB) and <br />circulated for review and comments to the required EAW distribution list. A Notice of <br />Availability was published in the EQB Monitor on July 21, 2003. <br />The thirty -day comment period closed August 20, 2003. Written comments received <br />from agencies and citizens are summarized and responded to in this report in the <br />section "AGENCY COMMENTS AND RESPONSES ". Copies of the comments are <br />attached to the end of this document. <br />PROJECT DESCRIPTION <br />The proposed project consists of development of one 13.4 -acre parcel and future <br />development of three outlots totaling 16.2 acres of a plat called the Marshan Lake <br />Industrial Park in Lino Lakes, Minnesota. The initial development includes a 265,000 <br />square foot building for light industrial /warehouse use <br />Development of the initial site will include construction of a street connection to Lake <br />Drive (CSAH 23), extension of public and private utilities (sewer, water, gas, etc.), <br />installation of storm water ponds and /or infiltration basins and site grading. In addition, <br />a storm sewer system will be installed to replace an existing ditch that conveys drainage <br />to Anoka County Ditch No. 10. A conservation easement will be secured along Anoka <br />County Ditch No. 10 to preserve the integrity of the ditch within the boundaries of the <br />property. <br />The City of Lino Lakes anticipates future development of Outlots A, B, and C and as the <br />RGU has included them in the EAW document. Development of the three outlots is <br />expected to be for contemporary light industrial uses. Conceptual uses are as follows: <br />• Outlot A (3.9 acres) - -Light mfg., Office, Retail Sales and Service Establishment. <br />• Outlot B (5.4 acres) -- Professional Offices <br />• Outlot C (7.0 acres) - -Light mfg., Office, Retail Sales and Service Establishment. <br />The conceptual uses are allowed in the LI, Light Industrial District of Lino Lakes. The <br />identified uses are only three of 15 allowable uses in the LI district. Other permitted <br />uses include building material sales, greenhouses, nurseries, warehousing, and <br />distribution facilities. Street and utility improvements for the outlots will be installed with <br />the initial phase of development. <br />
