The project is just up stream from Rice Creek Chain of Lakes Regional Park <br />Reserve. Preserving and restoring habitat and water quality in the areas <br />surrounding the park will benefit the ecological values in the park reserve, <br />particularly in and around Marshan Lake. <br />4. Staff review concludes that the EAW is complete and accurate with respect to <br />regional concerns and raises no major issues of consistency with Council <br />policies. An EIS is not necessary for regional purposes. <br />Lino Lakes Responses: <br />I. Vegetative filter/buffer strips will be used around portions of the site. According to the <br />Lino Lakes Handbook for Environmental Planning and Conservation Development, <br />filter /buffer strips provide an important function in minimizing erosion, reducing <br />direct runoff of storm water into vulnerable ecological resources, and help sustain <br />wildlife through suitable habitat. <br />2. County Ditch #10 has side slopes approaching 12 percent; therefore, erosion <br />would present a potential hazard to water quality. The stream bank area along <br />County Ditch #10 will not be disturbed by construction, and as noted in #3 will be <br />protected by a conservation easement. <br />The proposed development will have the opportunity to minimize impacts to the <br />Rice Creek Chain of Lakes Regional Chain of Lakes. A conservation easement <br />will be dedicated along the County Ditch #10 to preserve the integrity of the <br />drainage corridor. The proposed development will also incorporate storm water <br />treatment best management practices to minimize water quality impacts to <br />County Ditch #10. <br />4. The City of Lino Lakes concurs with the Metropolitan Council's comment. <br />The City of Lino Lakes passed Resolution No. 03 -167 on September 22nd 2003, <br />stating its approval of the Environmental Assessment Worksheet and its acceptance of <br />the findings of fact for Lakes Business Park, also known as Marshan Lake Industrial <br />Park. <br />DECISION ON NEED FOR EIS <br />Because the potential adverse impacts due to the proposed project will be minimal, the <br />City of Lino Lakes has determined that the environmental review requirements have <br />been met by the Environmental Assessment Worksheet prepared for this project, and <br />that an Environmental Impact Statement is not required. <br />Community Development Director, City of Lino Lakes <br />
