Studenski, City Engineer <br />COUNCIL MEETING DATE: October 13, 2003 <br />TOPIC: Public Hearings, 2004 -2005 Street Improvement Project, <br />Shenandoah Area & West Shadow Lake Drive Area <br />VOTE REQUIRED: 3/5 vote required to close hearing <br />BACKGROUND: <br />The City of Lino Lakes currently has over 99 miles of local streets that need to be <br />maintained. In 1996, the city established a pavement management program to <br />more efficiently monitor and allocate resources for ongoing maintenance of <br />streets. The program, updated annually, includes condition ratings of each <br />street to help prioritize rehabilitation and /or reconstruction of roadways in the <br />city. <br />As the City of Lino Lakes ages, the need for reconstruction of local streets is <br />becoming a larger priority than it has in the past. Streets that are in poor <br />condition or have storm drainage problems substantially increase city <br />maintenance costs. <br />The 2004 -2005 Street Improvement project will be funded by a combination of <br />special assessments and general tax levies. Because a general tax levy is <br />necessary to fund a portion of the costs associated with the referenced street <br />improvements, the City must obtain voter approval prior to proceeding with such <br />improvements. The referendum is scheduled for voting on November 4, 2003. <br />The total estimated cost of the project is $3,615,000.00. <br />The Shenandoah Area is scheduled for construction in 2004. This covers Hokah <br />Drive South, Hokah Court, Arrowhead Drive (from Ware Road to approximately <br />1,295 feet East), Totem Trail, Rice Court, and Sioux Lane (from Hokah Drive to <br />approximately 160 feet West). This area is currently served by sanitary sewer. <br />Extending utilities are not a part of the project. However, if the street <br />reconstruction project does move forward, the City will set up a meeting with the <br />residents to discuss the extension of watermain to their area. <br />The West Shadow Lake Drive Area is scheduled for construction in 2005. This <br />covers West Shadow Lake Drive (North of Birch Street), Shadow Court, and <br />Sandpiper Drive. No City utilities exist in this area and are not part of the project. <br />However, if the street reconstruction project does move forward, the City will set <br />up a meeting with the residents to discuss the extension of sanitary sewer and <br />watermain to their area. <br />
